The fundamental way to solve the contradiction between resources and environment in East China

The East China region must accelerate the development path of building a global energy Internet to fundamentally ensure the safe, clean, efficient and sustainable supply of energy in the East China region.

East China is one of the three major problems in the world's energy development. For a long time, resource and environmental problems have been prominent and conflicts have been tense. East China is short of primary energy resources, and its dependence on outside the region exceeds 80%. The coal-fired power installed capacity in the Yangtze River Delta accounts for 17% of the country, and the coal-fired power installed capacity per unit area is 26 times that of the northwest region. The configuration mode of over-reliance on coal transportation and local balance of energy and electricity is no longer sustainable, and new methods and solutions must be found.

Sustainable development in East China calls for energy interconnection. The strategic concept of global energy internet has pointed out the direction and path for East China to solve the contradiction between resources and environment. East China must proceed from the overall situation of ensuring energy security, optimizing energy structure and promoting ecological civilization, take the development path of accelerating the construction of global energy internet, realize the strategic transformation of energy structure to the dominance of clean energy, promote large-scale development, large-scale allocation and efficient utilization of clean energy, fundamentally ensure the safe, clean, efficient and sustainable supply of energy in East China, and thoroughly solve the problem of resource and environmental tension in East China.

Building a Demonstration Practice for China's Energy Internet

The East China Power Grid has actively explored and practiced the path to building China's energy internet, and has achieved outstanding results in the fields of ultra-high voltage grid development, clean energy consumption and smart grid construction, providing a useful demonstration for building China's energy internet.

China's energy internet is an important part of the global energy internet. Building China's energy internet well will play an important role in demonstrating and leading the construction of the global energy internet. In recent years, under the strategic guidance and strong leadership of the company, East China Power Grid has actively explored and practiced the path of building China's energy internet, and has achieved outstanding results in the fields of UHV development and construction, clean energy consumption and smart grid construction, providing a useful demonstration for building China's energy internet.

Vigorously build a strong UHV backbone grid. The key to building China's energy internet is to speed up the construction of the UHV backbone grid. Since the 12th Five-Year Plan, the East China Power Grid has had "two AC and three DC" UHV transmission lines in operation, forming a "T"-shaped AC UHV backbone grid that runs through the north and south and three UHV DC "west-to-east power transmission" channels. Nearly 2,500 kilometers of UHV 1,000 kV AC lines have been built, 7 1,000 kV substations, and a substation capacity of 39 million kVA; nearly 6,000 kilometers of UHV ±800 kV DC transmission lines, 3 converter stations, and a transmission capacity of up to 21.6 million kilowatts, accounting for about one-tenth of the maximum load of the East China Power Grid. At the same time, the East China Power Grid has another "one AC and four DC" UHV project under construction, which has become the main battlefield for the construction and development of UHV power grids in China and even in the world, laying a solid material foundation for the construction and development of China's energy internet.

Efforts should be made to give full play to the advantages of energy interconnection and power security. To build China's energy internet, it is urgent to further improve the level of grid operation and management. Since the 12th Five-Year Plan, the East China Power Grid has vigorously strengthened grid operation control, carried out in-depth analysis of the operation characteristics and control strategy of ultra-high voltage AC/DC hybrid power grids, and published the first monograph on AC ultra-high voltage relay protection in China. Aiming at the large-scale and large-scale cross-regional optimization of power, a backup sharing mechanism for the East China Power Grid has been established to improve the fault resistance capability. Efforts should be made to improve the frequency and voltage stability level, optimize the management of pumped storage power stations, and actively promote the application of advanced equipment such as phase shifters, fundamentally improving the safe operation level of large power grids from many aspects such as technology, equipment, management and personnel. At the same time, the construction of China's energy internet has effectively improved the overall safety capability of large power grids and comprehensively improved the level of power security services. At the beginning of this year, East China was hit by a cold wave that occurs once every 35 years. The sudden drop in temperature has had a significant impact on the operating stability of generators in East China, resulting in a large number of coal-fired and gas-fired units in the East China Power Grid being unable to generate electricity normally. Affected by the low temperature, the power load of East China and Shanghai power grids has risen sharply, with the highest load increasing by 7.9% over the same period last year, and the power balance gap of the entire network has reached more than 5 million kilowatts. In the traditional way, power outages are the only means to maintain the balance between power generation and power consumption, and some areas have made preparations for load control. Faced with the severe situation, under the unified leadership of the company, led by the East China Branch of State Grid, the advantages of the large ultra-high voltage power grid were fully utilized, and cross-regional and cross-provincial power mutual assistance was actively organized. Strive for 5.5 million kilowatts of power from Central China and Southwest China to support East China, ensuring that the East China region smoothly passed the cold wave, and the role of energy interconnection relying on ultra-high voltage power grid in ensuring energy security was fully reflected.

Fully support the rapid development of clean energy. Build China's energy internet, change the traditional energy development mode that is overly dependent on coal transportation, improve the external power consumption capacity and internal power exchange capacity of the East China Power Grid, and effectively solve the problem of large-scale development and consumption of clean energy in western regions. Since the 12th Five-Year Plan, the clean energy consumption level of the East China Power Grid has been greatly improved, and the annual average consumption level has increased by more than 3 times compared with the level before the UHV was put into operation. It has consumed a total of 246.9 billion kWh of hydropower in the southwest, reducing carbon dioxide emissions by hundreds of millions of tons, and reducing sulfur dioxide and nitrogen oxide emissions by millions of tons. As of December 2015, the total installed capacity of new energy grid-connected in the East China Power Grid was 13.6078 million kilowatts, accounting for 4.55% of the total installed capacity, and the annual power generation accounted for 1.56% of the total power generation. The installed capacity of wind power increased by 35.5% year-on-year, and the power generation increased by 23.58% year-on-year. The installed capacity of solar power generation increased by 87.2% year-on-year, and the cumulative power generation increased by 180.5% year-on-year.

Innovative services for air pollution prevention and control in the Yangtze River Delta region. The State Grid East China Branch thoroughly implemented the company's strategic deployment, innovatively promoted the use of clean energy to serve air pollution prevention and control, and established a regional linkage mechanism in East China. The company gave strong support and further clarified that the cross-regional linkage mechanism should be launched during periods of heavy local air pollution and major events to increase the proportion of clean power generation and serve the haze control work. The State Grid East China Branch organized the preparation of the Shanghai Air Pollution Linkage Work Plan and incorporated it into the Shanghai Industrial Sector Heavy Air Pollution Emergency Work Mechanism. In 2015, during the approximately 38 days of air pollution in Shanghai, a total of approximately 670 million kWh of electricity was delivered to Shanghai, and the cumulative reduction of Shanghai's standard coal combustion on pollution days was approximately 200,000 tons, and a large amount of sulfur dioxide, nitrogen oxides, dust and other pollutants were reduced, playing a due role in Shanghai's haze control work. During the China-Central and Eastern European Countries Leaders' Meeting and the Second World Internet Conference, the governments of Jiangsu and Zhejiang provinces took the initiative to consult with the State Grid East China Branch to launch regional air pollution linkage work. During the two meetings, the two places received an additional 110 million kWh and 160 million kWh of electricity respectively, effectively reducing emissions from local coal-fired units. This played a positive role in achieving "Suzhou Blue" and "Wuzhen Blue". The Zhejiang Provincial Government sent a special letter to express its gratitude.
