Heilongjiang Electric Power Company, relying on its energy advantage, actively carries out research on "wind, light, storage and transmission", promotes the implementation of electric energy substitution in energy consumption, vigorously develops all types of distributed power generation methods such as natural gas, biomass energy, wind energy, geothermal energy, and comprehensive resource utilization power generation, and includes them in the scope of grid connection. From November 2012 to 2015, a total of 52 distributed power grid connection applications were accepted, 42 of which were completed, with a grid connection capacity of 6468.92 kilowatts.

Heilongjiang Electric Power Company has made every effort to promote and implement the "two substitutions", actively explored potential users of electricity substitution, vigorously promoted the use of electricity instead of coal, electricity instead of oil, and electricity instead of gas, and took the lead in realizing electricity substitution in the fields of electric heating, oil extraction, farmland irrigation, electric vehicle charging and energy storage, and increased the proportion of electricity in terminal energy consumption.
