1. Global extreme weather leads to severe drought

Over the past four months, continuous extreme drought weather has brought unprecedented drought resistance pressure to my country's northern provinces. From the central government to local governments, from policies and technologies to funds, a top-down, all-round battle to fight drought, reduce disasters and protect grain has begun since the Spring Festival.

According to statistics from the State Flood Control and Drought Relief Headquarters, as of February 8, the drought-affected area of ​​crops in China was 112 million mu. Among them, 15.7 million mu were severely drought-affected; 2.72 million people and 2.84 million large livestock had difficulty drinking water due to drought. Currently, the drought-affected farmland is mainly concentrated in the winter wheat areas of Henan, Shandong, Anhui, Hebei, Shanxi, Jiangsu, Shaanxi, and Gansu provinces, and the drought-affected area of ​​wheat accounts for about 40% of the total sown area. Among them, the drought-affected area of ​​crops in Henan, Shandong, and Anhui provinces totaled 82.71 million mu, accounting for 74% of the national drought-affected area of ​​crops. The difficulty of drinking water for people and livestock is distributed in the hilly areas and pastoral areas of six provinces and regions, including Inner Mongolia, Hebei, Gansu, Shanxi, Shandong, and Henan.

Establishing a scientific farmland water conservancy construction system to break away from the vicious cycle of disaster occurrence-disaster relief-disaster reoccurrence-disaster relief again, and preventing disasters before they happen is the fundamental. Using new energy (photovoltaic water pumping) technology to build a modern automatic irrigation system can promote the upgrading of the agricultural industry and greatly improve productivity.

2. Current irrigation situation in my country and application of new energy technologies in agriculture

The total investment plan for water conservancy in 2011 will reach 400 billion yuan. We must seize this opportunity to pay off the historical debts of water conservancy construction, pay off the debts of backward agricultural and forestry development, improve water conservancy facilities to combat drought and flood disasters, vigorously save water resources in agricultural and forestry irrigation, and take the road of modern agriculture.

3. New energy (photovoltaic water pumping) product technology supports China's agricultural industrial revolution
