  To control air pollution, developing new energy vehicles is one of the important means. Despite the support from various parties, the number of electric car users who actually buy and register electric cars is small. The reason is that the problem of charging difficulty has not been solved.

  On the 28th, the Beijing Municipal Science and Technology Commission reported on the proposals of CPPCC members, demonstrating the main path for Beijing to solve the problem of electric vehicle charging in the future.

  As the first person in the city to purchase a new energy vehicle through lottery, Beijing citizen Wang Tiezheng installed a charging pile in his community in just five days. With approval from the power supply company, support from the property management company, and the consent of the neighbors to "borrow the road", everything went smoothly. But another car owner was not so lucky. Because he lived in an old community and had no fixed parking space, the property management company was also worried that the power supply equipment could not bear the load of the charging pile and was reluctant to give in. With no private charging piles, electric cars can only "ride on electricity" everywhere, which is very inconvenient.

  The experience of this car owner is happening frequently to many buyers of new energy vehicles.

  There are only 4 public charging stations that can be found, and the difficulty of charging restricts the promotion of new energy vehicles

  As one of the first batch of "10 cities, 1,000 vehicles" energy-saving and new energy vehicle demonstration cities, Beijing currently has more than 3,000 new energy vehicles in use in the fields of public transportation, sanitation, taxis and official vehicles. The "Beijing Clean Air Action Plan 2013-2017" proposes that by the end of 2017, the city will strive to reach a scale of 200,000 new energy and clean energy vehicles.

  This year, Beijing implemented a separate allocation and lottery system for electric vehicles, and has so far conducted three demonstrations of new energy passenger car quota allocation, with a total of 9,382 quotas allocated, including 4,530 for units and 4,852 for individuals. However, as of June, only 600 electric vehicles had been registered.

  What is the reason? Difficulty in charging is an important reason.

  At present, there are only four public pure electric vehicle charging stations available for private reservations on Beijing's intelligent charging and swapping network management service platform, but these four charging stations are all "located in large courtyards", making it very inconvenient for individuals to charge.

  Another way to charge is to go to an electric car 4S store, but inquiries have found that most electric car 4S stores are located outside the Fourth Ring Road. An industry insider said that the construction of a charging network requires a lot of land, and in Beijing, where every inch of land is valuable, the difficulty of implementation can be imagined.

  So, what about building a charging station at home? At present, it is not easy. If you do not have a private house or yard, you must have your own fixed parking space to build a charging station in the community, and obtain approval from the property management unit. "However, the property management unit often has an attitude of "less trouble is worse than more trouble" and does not support it," said a car owner.

  The "range anxiety" and charging difficulties of electric vehicles have not only restricted the registration of those who already have quotas, but also reduced the enthusiasm of those who apply for new energy passenger cars. According to the traffic management department, in the most recent quota allocation, the number of people who applied for new energy vehicles was only 1,520, which was lower than the quota and did not require a lottery. In the same period, the number of people who applied for ordinary passenger car quotas reached 2.18 million.

  "No stations, no cars", the government encourages social capital to build charging facilities

  The problem of charging electric vehicles has attracted the attention of all sectors of society. Ren Xueliang, a member of the Beijing CPPCC, believes that only by solving the charging problem as soon as possible can the development of electric vehicles be given wings. His proposal was listed as a key proposal for inspection and supervision by the Beijing CPPCC this year.

  Ren Xueliang, a member of the committee, said that if you want to drive an electric car safely in the city, you must have a relatively complete charging network system within the cruising range that the existing battery technology can achieve. From the current technology, there is no big problem in the production of electric vehicles. The lack of charging and swapping stations has caused Beijing's electric vehicle industry to enter a non-virtuous cycle of "no station, no car".

  He said that the public transportation sector has long suffered from the lack of new space to build charging and swapping stations, resulting in no expansion of electric vehicle demonstration routes and no increase in operating vehicles since 2010.

  In this regard, he suggested that, on the one hand, various economic entities in the whole society should be allowed to participate in the competition of this service so that ordinary people can enjoy high-quality charging services; at the same time, a communication platform should be established with the electric vehicle technology parties, and efforts should be made to implement a universal model in terms of charging interface and other technologies. On the other hand, the enthusiasm of oil companies such as Sinopec, PetroChina, and CNOOC should be fully mobilized to transform their current larger gas stations into comprehensive gas and charging service stations, and to use their network advantages throughout urban and rural areas to gradually increase the number of comprehensive gas and charging service stations.

  Ren Xueliang believes that the situation of exclusive monopoly in charging services must be broken. The "Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles" recently issued by the General Office of the State Council also proposed to encourage social capital to enter the field of charging facility construction.

  Advanced planning to build a fast charging network within the Fifth Ring Road within this year

  In response to the concerns of all parties, on the afternoon of the 28th, relevant officials from the Beijing Municipal Science and Technology Commission introduced that in the early stages of the promotion and application of electric vehicles, advanced planning and layout of charging infrastructure is an important foundation and prerequisite for the large-scale promotion of electric vehicles. According to the energy supply model dominated by public fast charging and self-use slow charging, the government will lead the construction of a rationally laid out public charging service network, and policies will guide the construction of standardized and orderly self-use charging facilities.

  How to plan ahead? According to Beijing Municipal Science and Technology Commission, Beijing plans to complete the construction of 1,000 fast charging piles by the end of 2014 and initially build a 5-kilometer radius fast charging network within the Fifth Ring Road to solve the "range anxiety".

  Member Ren Xueliang's idea of ​​attracting social participation was also responded to this time. Beijing Municipal Science and Technology Commission said that it will actively study charging service fee standards and encourage social capital to participate in the construction and operation of charging facilities. The goal by 2017 is to build 10,000 fast charging piles in public parking lots, large supermarket parking lots, electric vehicle professional sales 4S stores, and qualified gas stations.

  In terms of self-use charging facilities, the "Beijing Demonstration Application of New Energy Passenger Vehicle Self-use Charging Facilities Construction Management Regulations" proposes that self-use charging facilities will follow the principle of "one car, one charging pile" and "charging pile follows the car". The charging facilities will be "organized and managed throughout the process" by new energy passenger car manufacturers or their authorized institutions (4S stores) and will be included in their after-sales service system processes.

  In response to the "it's none of my business" attitude of property management units in old residential communities, the Beijing Municipal Housing and Urban-Rural Development Commission has issued regulations requiring property management units to cooperate in the construction of self-use charging facilities. Units that fail to cooperate will be punished and exposed.

  It is gratifying that the "Beijing Residential Public Service Facilities Planning and Design Indicators" formulated by the Beijing Municipal Planning Commission has proposed control standards for the construction of electric vehicle parking spaces for all types of newly built buildings. In addition, some of the street lamp posts that can be seen everywhere on the street are eligible and are expected to become "gas stations" for electric vehicles in the future. The Beijing Municipal Science and Technology Commission introduced that they are actively promoting technological innovation and carrying out demonstration operations of facilities such as street lamp charging piles and solar charging piles. This will not only reduce the cost of building a new charging pile alone, but also is expected to solve the problems of lack of space for charging piles in urban areas and high land costs.
