1. Application Background
In recent years, as the country has invested a large amount of financial resources in highway traffic infrastructure construction, the national road traffic network has continued to expand, and the road traffic environment and conditions in various places have been significantly upgraded. On the other hand, with the development of the economy and the improvement of people's living standards, the number of motor vehicles has increased rapidly. According to statistics from the Ministry of Public Security, by the end of 2009, the number of motor vehicles in the country had exceeded 186 million, and the number of motor vehicle drivers in the country was close to 200 million. Such a large number of motor vehicles will undoubtedly greatly increase the workload of traffic management departments. It is based on this situation that the intelligent road monitoring system, which is vividly called "electronic police", has emerged, which has alleviated this problem to a large extent. The multiple industrial computers independently developed by North China Industrial Control provide mature solutions for video electronic police, and have been widely used in various intelligent road monitoring systems due to their reasonable prices and high reliability.
The North China Industrial Control BIS-6591 fanless industrial computer is the latest member of this series of products. It can be used in areas such as traffic violation monitoring at traffic light intersections, speeding monitoring on highways, traffic violation monitoring at security checkpoints, and real-time monitoring of highway traffic flow.
2. System Requirements
Considering the special engineering environment of the application, the intelligent monitoring system needs to be exposed to harsh environments such as dust, high and low temperatures, humidity, vibration, electromagnetic interference, etc., and run stably for a long time without interruption. Only by using fanless, compact, low-power industrial computers that can run uninterruptedly for a long time can the entire system be stable, reliable, and run for a long time. Based on the North China Industrial Control BIS-6591, with customized "electronic police" intelligent recognition software, the system can achieve the following functions:

3. Solution
In addition to capturing vehicles that run red lights or exceed speed limits, this solution can also record and identify the license plate numbers of passing vehicles, and compare them with the vehicle database to detect suspicious vehicles in real time. It has the characteristics of 24-hour uninterrupted automatic operation, high efficiency, and reduced human interference factors in the law enforcement process. The system plays a significant role in ensuring traffic safety, standardizing driving awareness, curbing violations such as running red lights and speeding, and combating vehicle theft and robbery. It is a new generation system that replaces the traditional electronic police system that uses video storage and manual recognition technology.
Here’s how it works:
The traffic light detection board can identify the status of traffic lights at the intersection and transmit the identification results to the BIS-6591 industrial computer through the serial port. According to the implementation environment, the detection and identification of vehicles can be carried out by selecting vehicle sensing detection technologies such as buried coil sensing technology, radar positioning system technology, and microwave detection technology to sense the passing vehicles and transmit them to the BIS-6591 industrial computer through serial communication.
BIS-6591 provides two sets of PCI slots, which can be connected to two video capture cards. Each video capture card can connect to a panoramic camera and three sets of close-up cameras, one set for north-south and one set for east-west, to meet the monitoring needs of a single intersection. The data of the camera is transmitted to BIS-6591 in real time through the PCI slot via the video capture card. The intelligent program running on BIS-6591 analyzes the received traffic light detection signal and vehicle detection serial port signal to determine whether the vehicle is running a red light, speeding, or driving in the wrong direction. If the vehicle violates the traffic rules, the illegal vehicle will be photographed in real time for evidence collection.
The VGA and DVI interfaces integrated in BIS-6591 can be connected to two sets of interface display devices at the same time, which is convenient for technicians and system managers to maintain and identify the system. A network interface can realize real-time data transmission with the back-end control center server. With a built-in CompactFlash card slot and a 2.5-inch hard disk slot, various customized operating systems can be easily built in, and real-time data can be locally saved when the communication with the back-end control center server is poor, providing a hardware foundation for the safe and stable operation of the system.

BIS-6591 is an industrial-grade fanless embedded computer with a large ice-wing shell. It is compact and beautiful, and can be easily embedded and connected to various devices. Based on Intel 945GSE+ ICH7M chipset, onboard Intel Atom N270 processor, the memory can support up to 2GB DDRⅡ400/533MHz memory.
