TSMC Chairman Wei Zhejia recently sent an internal letter to employees, giving them a confidence boost and emphasizing that "TSMC is no longer just Taiwan's TSMC, but the world's TSMC." He hopes that the more than 70,000 TSMC employees around the world can "speak the truth" and communicate effectively in a respectful and inclusive manner.


TSMC responded yesterday (11th) that this is one of the company's internal DEI (Diversity, Equity and Inclusion) series of activities. As a global enterprise, TSMC is committed to promoting a diverse, fair and inclusive environment, and creating a better work experience for employees around the world through open, empathetic and diverse communication methods.


According to outside interpretation, Wei Zhejia's letter to employees not only encouraged employees to put integrity first, but also reiterated the belief and principles that TSMC founder Morris Chang has always maintained, "to make TSMC the world's TSMC."


Wei Zhejia mentioned in an internal letter that after experiencing the impact of destocking last year, TSMC achieved fruitful results in operations in the first half of this year. Advanced process capacity will take a big step forward


There is the latest progress in TSMC's expansion of its 2nm and below advanced process plant in Central Taiwan Science Park. Hsu Mao-hsin, director of the Central Taiwan Science Park Administration, said yesterday (11th) that the land area agreed to be purchased at the agreed price for the expansion of the Central Taiwan Science Park in Taichung Phase II has reached 95%. The entire project is expected to be completed by the end of the year, and the land will be handed over to TSMC for plant construction in the first quarter of next year.


In addition to TSMC's factory construction, the second phase of the expansion of the Central Science Park will have about 3 hectares of land left for related industry companies to apply for settlement. It is understood that many semiconductor supply chain and precision machinery companies have expressed their willingness to settle in, and the Central Science Park Administration also welcomes IC design companies to join.


The development area of ​​the second phase of the Zhongke Park is 89 hectares, of which the Xingnong Golf Course accounts for 67 hectares, accounting for about 76.8%, making it the largest landowner. The military shooting range accounts for 12 hectares, and private land accounts for 10 hectares; the budget for land acquisition is about 23.7 billion yuan. At present, there are 111 landowners and land properties in the second phase of the park, and the cumulative number of people who have agreed to purchase the agreed price is 70%, and the area is 95%.


Xu Maoxin pointed out that the Central Science Park Administration is still communicating with landowners who have not agreed to the purchase price. Currently, the area of ​​land that has not agreed to the purchase price is about 3.6 hectares (5% of the area, about 28 landowners). The administration will submit a compulsory expropriation plan in early October, but before the Ministry of the Interior approves the expropriation plan, it will still actively communicate with the landowners to reach an agreement.


Regarding the negotiation of golf passes for members of the Xingnong Golf Course, the Central Science Park Administration reported to the Ministry of the Interior's Lands Department for clarification. The Lands Department replied that the Xingnong Golf Course should solve and pay the relevant expenses of the golf course members to recover the golf passes. Xingnong has accepted it and is discussing the implementation details with the Administration. Xu Maoxin said that the Administration will urge the company to handle it properly, with the aim of completing it before the end of the year. Xingnong originally insisted that the recovery of golf passes was an operating loss and should be borne by the Central Science Park Administration, but the Lands Department replied that it was not an operating loss. It is understood that Xingnong Golf Course issued a total of 1,750 golf passes, and members requested a recovery price of 1.8 million yuan for each golf pass, with a total recovery cost of about 3.15 billion yuan.


Xu Maoxin said that the expansion of the second phase of the Zhongke Park has entered the last mile. The land purchase price is not only better than the market price, but also has an additional 3% bonus. The conditions are definitely better than expropriation. If the purchase price agreement fails, the compulsory expropriation procedure will be entered. At that time, the price may not be better than the purchase price. This is also the main reason why Xingnong and most landowners agreed to the agreement purchase price.


The Xingnong Stadium, where the Zhongke Phase II Park is located, belongs to the Xingnong Entertainment Company under the Xingnong Group. It is estimated that once the stadium is expropriated, after deducting the referee compensation, the cash that Yang Tiansheng's family can pocket is estimated to be between 15 billion and 20 billion yuan.
