Abstract: The application of GPS technology in the field of public safety monitoring is developing in the direction of high precision, real-time and automation. GPS public safety monitoring not only focuses on the results, but also analyzes the causes of deformation. To achieve this goal, it is necessary to use the spatial analysis function of GIS, that is, it is necessary to establish a public safety monitoring system based on GPS/GIS. The quasi-single-difference mathematical model and algorithm flow of GPS monitoring are studied. Since the model only uses L1 carrier phase observations and pseudoranges, it can be applied to single-frequency receivers, thereby reducing monitoring costs. At the same time, combined with the characteristics of GPS public safety monitoring, the technical route of the GPS/GIS public safety monitoring system is proposed.
