Public lighting in the UK is usually supplied directly by the power system without metering. For many years, the settlement of public lighting electricity bills was basically an underwriting relationship between local suppliers and local governments. However, since the privatization of the power industry, a new settlement system for public lighting electricity bills has been introduced. In this lighting electricity bill settlement system, the basic basis is the \"Balancing and Settlement Code BSCP520\" (Balancing and Settlement Code SCP620, Poolit, 2003) agreement signed by both parties. The agreement stipulates the power consumption values for the use of different lamp/ballast combinations, and also stipulates a series of public lighting usage schedules. The BSCP520 Annex Version 1 (Elexon, 2001) stipulates the power consumption values of different lamp/ballast combinations that are recognized by both parties and obtained from the manufacturers of lamps and ballasts. These values are also supported by a survey of existing manufacturer product samples.
