This paper constructs a new double-layer steganographic algorithm by dividing the carrier image into matrix blocks, reusing the pixels of the carrier matrix blocks, and combining Hamming code and wet paper code. The algorithm first uses Hamming code to embed information in the row vector of the carrier matrix, and then introduces the concepts of \"dry\" and \"wet\" on the column vector according to whether it affects the previous embedding results and whether three modifications are required. By constructing a pseudo-random binary matrix, wet paper code is used to achieve secondary embedding on the column vector, thereby obtaining better steganographic performance. Experimental results show that the steganographic algorithm performs better than PPC and F5 algorithms in the range of embedding rate from 0.1 to 0.8 bpp.
