According to the updated content of the 50th edition of the Dangerous Goods Regulations in 2009, the regulations that lithium batteries must comply with have changed. In order to make everyone better understand the latest content, the updated content of lithium batteries is now released for reference. 1. Changes in UN numbers and special transport names (see Appendix 1 for details) 2. Changes in lithium content units The unit of lithium in lithium ions has been changed from the original \"ampere/hour (Ah)\" to \"watt/hour (Wh)\" (in air transportation, lithium ion batteries produced after January 1, 2009 must be marked with the lithium content in \"watt/hour\" on the outer surface of the battery. Lithium batteries produced before January 1, 2009 can be transported until December 31, 2010). The conversion formula for \"milliampere/hour (mAh)\" and \"watt/hour (Wh)\" is as follows: Wh = mAh1000 X Volt (watt/hour = milliampere hour 1000 X voltage) III. Changes to Packing Instructions (see Appendix 2 for details) New Packing Instructions 965 to 970 are added. The first part of the packing instructions is the corresponding content of the original special provision A45, that is, the regulations to be followed when lithium batteries are transported as non-restricted goods, and the second part of the packing instructions is the regulations to be followed when lithium batteries are transported as Class 9 dangerous goods. IV. Changes to Special Provisions 1. Move the content of the original special provision A45 to the first part of the new packing instructions 965 to 970, and cancel the original special provision A45. 2. Added special provision A164 as follows: Any battery or battery-powered equipment and vehicle with the potential for heat release must be prepared in advance to prevent: (a) short circuit (e.g. effective isolation on the exposed electrodes of the battery; or battery disconnection treatment and protection of the exposed electrodes on the equipment) (b) accidental start-up V. Changes in accompanying documents Any lithium battery transported as non-restricted cargo must be accompanied by an accompanying document (this document must be transported with the cargo when necessary), such as a freight bill, etc. The following must be marked on the document: 1. The package contains lithium cells or lithium batteries. 2. Once the package is damaged, there will be a flammable hazard and must be handled with care. 3. Special procedures to be taken if the package is damaged, including inspection and repackaging of the package if necessary.
