A fast motion estimation algorithm for video transcoding based on input bitstream information and transcoded bitstream information is proposed. This algorithm uses Alpha-excited mean filtering to synthesize the motion vector of the input bitstream as one of the candidate prediction motion vectors, and uses the inter-frame prediction method in the H.264 standard to synthesize another candidate prediction motion vector through the transcoded bitstream information, which together serve as the prediction center of the EPZS motion estimation algorithm. Combined with the motion activity of the image, the motion estimation search strategy is adaptively adjusted. Compared with the traditional motion vector method, the algorithm improves the PSNR by about 1 dB, maintains a high transcoded image quality, and can reduce the transcoding time by about 18% compared with the diamond search algorithm.
