R1 and R2 maintain half the inverting input voltage. R4 applies feedback to increase the input impedance at pin 3. Pin 3, the non-inverting input, is connected to the junction of R3 and C. When the switch is turned on, C is charged through R3. If reverse polarity operation is required, just turn R3 and C three times. R3 and C can be any value.
