Circuit working principle: CD4060 is a 14-bit binary serial counter /frequency divider with a
built-in oscillator and a 14-level counter , but only has 10 output terminals. The pin functions
are shown in Figure 5-9. Using the internal oscillator ,
a long delay of 1014 times the oscillation period can be obtained after dividing the frequency by 14 .
