Simply put,

Normalized amplitude is based on the amplitude of the fundamental wave, and other higher harmonics are compared with the
fundamental wave. Normalized phase is based on the phase of the fundamental wave, and the phase of other higher harmonics is subtracted from the phase of the fundamental wave.
