It is impossible for the negative end of the AC mains rectifier output to be connected to the earth. If connected in this way, the fuse will explode, or the air switch will trip. Because the two are not isolated, as mentioned before.

The circuit "grounds" that are isolated from each other (without electrical connection) can be connected arbitrarily, and after the connection, they are at the same potential, that is, the same "ground".
