Shenzhen Special Economic Zone formulates the first local regulation in the field of artificial intelligence in China

The first local regulation in my country's artificial intelligence field, the "Regulations on Promoting the Artificial Intelligence Industry in the Shenzhen Special Economic Zone (Draft)", was recently submitted to the second meeting of the Standing Committee of the Seventh Shenzhen Municipal People's Congress for deliberation.

 

The "Regulations (Draft)" define the concept of artificial intelligence from a technical perspective and clarify the boundaries of the artificial intelligence industry. It includes core industries such as artificial intelligence software and hardware products, system applications, integrated services, and related industries formed by the integrated application of artificial intelligence technology in various fields into the scope of the artificial intelligence industry.

 

The "Regulations (Draft)" also require the establishment and improvement of statistical classification standards for the artificial intelligence industry, the formulation and improvement of statistical classification catalogs, and the orderly conduct of statistical surveys and monitoring and analysis of the artificial intelligence industry. By improving the artificial intelligence statistical monitoring system, the development of the city's artificial intelligence industry can be accurately grasped, providing accurate data support for promoting industrial development.

 

In response to the problem of "difficulty in implementation" of artificial intelligence products, the "Draft" stipulates to explore the establishment of a product access system that is compatible with the development of the artificial intelligence industry, shorten the approval chain and cycle for artificial intelligence products and services to enter the market, establish a new technology reference risk management system, and support trial and use first.

 

In terms of key core technology research and scientific and technological system reform, the draft proposes to establish a core technology research mechanism led by market demand, innovate the mechanism for the establishment and organization and implementation of scientific research projects, and establish a support policy system covering the entire cycle of key core technology research in artificial intelligence. It proposes to "establish a project evaluation system guided by quality, performance, and contribution", and stipulates in terms of innovation in the scientific and technological management system that "flexible salary systems and incentive measures should be adopted for scientific researchers who undertake major scientific and technological research tasks. Explore giving scientific researchers ownership and long-term use rights of scientific and technological achievements."

 

In terms of talent cultivation, the draft proposes to support local colleges and universities to open AI-related disciplines and interdisciplinary disciplines, encourage enterprises to establish research institutions and jointly build laboratories with schools; support and encourage the holding of high-level academic exchanges and industrial cooperation activities on AI at home and abroad.

 

In terms of platform construction and layout, the draft encourages universities, research institutes, and enterprises to build AI computing infrastructure and open computing resources to meet the development needs of AI application scenarios. It explicitly requires the construction of an AI testing, inspection, and certification platform that integrates functional testing, security testing, reliability assessment, and ethical safety risks, while promoting mutual recognition and interoperability of testing standards with national and international standards.

 

The draft also stipulates that qualified artificial intelligence products and services will be given priority in the government procurement catalogue and enjoy relevant policy support; the competent industry departments should regularly publish artificial intelligence scenario supply lists and publicly solicit application scenario solutions from around the world.
