Recently, the lists of “China’s Top 100 Industrial Counties”, “China’s Top 100 Innovative Counties” and “China’s Top 100 Industrial Districts” were released. Please see the text for the specific lists.
In terms of distribution, the top 100 industrial counties in China in 2020 are distributed in 17 provinces (autonomous regions and municipalities), with Jiangsu, Zhejiang and Shandong accounting for a total of 56 seats. Most of the top 100 counties (cities) rely on the radiation of central cities, and to a certain extent, they have achieved the coordinated development of resources, industries and population. In terms of contribution, the GDP of the top 100 counties (cities) totaled 9.4 trillion yuan, and their overall contribution to the national economy exceeded 10%, which is a stabilizer of my country's county industrial economy. In terms of quality, the level and intensity of R&D investment in the top 100 counties continued to increase, the process of transformation of innovative achievements continued to accelerate, and the innovation carriers and subjects became increasingly rich.
Recently, Li Yizhong, former Minister of the Ministry of Industry and Information Technology and President of the China Federation of Industrial Economics, said that strengthening the construction of industrial basic capabilities must be closely linked to the national strategy of manufacturing power and high-quality development. Basic capabilities are the core of the overall quality of the industry and the embodiment of competitiveness. They are the cornerstone of digitalization, networking, and intelligence. Without industrial basic capabilities, there is no networking and intelligence. If the basic capabilities are not strong, it is difficult to achieve precision manufacturing and intelligent manufacturing, and it is difficult to improve the industrial supply capacity and level.
Regarding the post-epidemic county industrial economy and how small, medium and micro enterprises will develop, Li Yizhong pointed out that local governments and departments should provide industry guidance and solicit more opinions, especially from private entrepreneurs, so that they can have confidence in the development of the economy. In the construction of new urbanization, we should pay attention to the development of consumer manufacturing and labor-intensive industries, such as textiles, clothing, home furnishings, shoes and boots, plastic products, luggage, toys, and agricultural product processing. We should encourage and support private capital to invest in consumer manufacturing and labor-intensive enterprises. We should also promote digital transformation and upgrading, develop, cultivate and create information service platforms at different levels and in different forms to serve small and medium-sized enterprises.
