On October 12, the Economic and Information Technology Bureau of Yuhang District, Hangzhou, Zhejiang Province, issued a notice on launching the application for the third batch of growth incentives for the energy storage industry in the green energy field of Hangzhou in 2024.

The document shows that in 2023, enterprises that produce sodium-ion batteries, flow batteries, solid-state lithium-ion batteries, molten salt energy storage equipment, hydrogen fuel cell systems and key components (key components of hydrogen fuel cells are fuel cell stacks, bipolar plates, air compressors and hydrogen circulation pumps, etc.) will be given a reward of 500,000 yuan for every 10 million yuan increase in annual sales revenue compared to 2022 after their annual sales revenue reaches 30 million yuan. The cumulative reward for each enterprise shall not exceed 10 million yuan per year.

Notice on the Application for the Third Batch of Hangzhou Green Energy Storage Industry Growth Incentives in 2024

Dear relevant enterprises:

According to the spirit of the document "Implementation Opinions of the General Office of the Hangzhou Municipal People's Government on Accelerating the High-quality Development of the Green Energy Industry" (Hangzhou Government Office Letter [2023] No. 53), after research, it is decided to carry out the application work for the third batch of Hangzhou's green energy field energy storage industry growth incentives in 2024. The relevant matters are hereby notified as follows:

I. Applicants and conditions

1. Applicant

An entity (excluding branches) established in accordance with the law, with independent civil liability, normal operating status, good credit record, and production and manufacturing capabilities.

2. Application conditions

For enterprises that produce sodium ion batteries, flow batteries, solid-state lithium ion batteries, molten salt energy storage equipment, hydrogen fuel cell systems and key components (key components of hydrogen fuel cells are fuel cell stacks, bipolar plates, air compressors and hydrogen circulation pumps, etc.) in 2023, after their annual sales revenue of related businesses reaches 30 million yuan, they will be given a reward of 500,000 yuan for every additional 10 million yuan in annual sales revenue compared to 2022. The cumulative reward for each enterprise shall not exceed 10 million yuan per year.

II. Application Materials Requirements

The application materials should be originals or copies with valid official seals. The relevant templates can be downloaded from the application website and compiled into a booklet according to the catalog, including:

1. Enterprise application form (see online template for details);

2. A copy of the business license certificate of the enterprise;

3. A special audit report on the annual sales of products within the scope of the application issued by a third-party institution, which should clearly disclose the sales of products within the scope of the application in the two years and the difference in sales, whether there are related transactions, and whether the related transactions are at fair market value. The "Financial Support (Sales Incentive Category)" (see the online template for details) should be included in the audit report for audit explanation as an attachment to the audit report;

4. The sales contract of the products within the scope of the application for 2022 and 2023 (with the certification that both parties have no investment relationship) and the corresponding delivery certificate, insurance list, transaction flow and other relevant supporting materials (insurance list needs to be uploaded separately, see the online template for details);

5. Products within the scope of application must provide a test report issued by a third-party organization or a valid user report (a corresponding report is required for each model of product);

6. Letter of commitment on the authenticity of the application materials (see online template for details).

III. Application Method

The application is submitted simultaneously online and offline. The applicant company shall bear the primary responsibility for the authenticity of the application materials. The application deadline is October 30, 2024.
