Hunan clarifies paid primary frequency regulation compensation: energy storage peak regulation 300 yuan/MWh

Recently, the Hunan Supervision Office of the National Energy Administration issued the "Hunan Electric Power Auxiliary Service Management Implementation Rules", "Hunan Electric Power Grid Operation Management Implementation Rules", and "Hunan Small and Medium-sized Power Plant Grid Operation Management Implementation Rules", which clearly stipulate that the independent new energy storage capacity included in the management of these rules shall not be less than 4MW/4MWh, and clearly stipulate paid primary frequency regulation compensation, and compensate the power generation side grid-connected entities, independent new energy storage, and directly controlled adjustable loads (maximum adjustable capacity 5MW and above) whose primary frequency regulation contribution rate meets the requirements.

Among them, small disturbance compensation is 200 yuan/MWh, large disturbance compensation is 1,000 yuan/MWh, and simulated disturbance compensation is 450 yuan/MWh.

For independent new energy storage peak-shaving compensation: compensate for its charging power, the specific standard is H2×300 (yuan/MWh).

H2 is the compensation coefficient for independent new energy storage participating in peak load regulation, and its value is 1. The compensation for direct-controlled adjustable load peak load regulation is 450 yuan/MWh.

In addition, paid reactive power service compensation: compensation for excess reactive power generated or excess reactive power absorbed, the compensation price is 50 yuan/MVarh.

For non-grid-invested phase-shifting units, the compensation standard for phase-shifting operation is temporarily set at 20 yuan/MVarh.

AVC: For units with an operation rate of more than 98% and a regulation pass rate of more than 95%, compensation will be made based on the unit capacity and commissioning time, with a compensation rate of 0.1 yuan/MWh.

Black start: Conventional units are tentatively compensated at 100,000 yuan per unit per month, and the grid-connected entity that succeeds will receive a call compensation of 1 million yuan per unit.

Compensation for stable machine-cutting service: compensation will be given for the stable machine-cutting function time and the amount of electricity affected. The compensation standard for the amount of electricity affected by each stable machine-cutting is 300 yuan/MWh.

The standard for compensation of moment of inertia of synchronous condenser is 100 yuan/Mvar.

Slope compensation: The 0.5-hour slope preparation compensation standard is 35 yuan/MWh, and the slope compensation is 15 yuan/MW.

In addition, the "Hunan Power Grid Operation Management Implementation Rules" mentioned that new energy storage should have primary frequency regulation, AGC function, and dynamic reactive power compensation function. New energy storage of 20MW/20MWh and above will be subject to primary frequency regulation performance assessment.
