To the Development and Reform Commissions, Energy Bureaus, competent industrial and information technology departments, and market supervision departments of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, Beijing Municipal Urban Management Committee, Shanghai Municipal Transportation Committee, Henan Provincial Department of Housing and Urban-Rural Development, all dispatched agencies of the National Energy Administration, State Grid Corporation of China, China Southern Power Grid Co., Ltd., and China Electricity Council:

In order to implement the strategic deployment of the CPC Central Committee and the State Council on carbon peak and carbon neutrality, support the construction of new energy systems and new power systems, and promote the integration and interaction of new energy vehicles and power grids, according to the "Guiding Opinions of the General Office of the State Council on Further Building a High-Quality Charging Infrastructure System" (Guobanfa [2023] No. 19) and the "Implementation Opinions of the National Development and Reform Commission and Other Departments on Strengthening the Integration and Interaction of New Energy Vehicles and Power Grids" (Fagai Nengyuan [2023] No. 1721), the National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation will carry out large-scale application pilots of vehicle-grid interaction across the country. The relevant matters are hereby notified as follows.

I. General requirements

In accordance with the principle of "innovation-led, first-practice", we will comprehensively promote the orderly charging of new energy vehicles, expand the scale of two-way charging and discharging (V2G) projects, enrich the application scenarios of vehicle-grid interaction, improve the large-scale and sustainable vehicle-grid interaction policy mechanism with cities as the main body, explore the business model with advanced technology, clear model and replicable promotion with V2G projects as the main body, and strive to guide the large-scale development of vehicle-grid interaction with market-oriented mechanisms. The regions participating in the pilot should fully implement the peak and valley time-of-use electricity price for charging, and strive to concentrate more than 60% of the annual charging power during the valley period, of which more than 80% of the power charged by private piles is concentrated during the valley period. In principle, the total discharge power of the V2G projects participating in the pilot shall not be less than 500 kilowatts, and the annual discharge shall not be less than 100,000 kWh, which can be appropriately reduced in the western region.

II. Key Tasks

(I) Give full play to the incentive role of the electricity market. Gradually improve the trading rules for the aggregation of vehicle-grid interactive resources to participate in the electricity market, promote the large-scale and regular participation of charging loads in electricity market transactions, support the exploration of the business model of load aggregators participating in the electricity market, promote the cultivation of various new business entities in the electricity market, and gradually form a load aggregation business model with clear models, stable development, and conditions for promotion. Encourage V2G projects to aggregate and participate in electricity spot, green electricity trading, and energy storage capacity leasing markets to verify the equivalent energy storage potential of V2G resources.

(II) Improve the price and demand response mechanism. Establish and improve the peak-valley time-of-use electricity price mechanism for residents' charging, encourage the establishment of a differentiated price system based on residents' charging load and residents' living load, optimize the setting of peak-valley time periods, and reasonably expand the peak-valley price difference; explore the price mechanism for new energy vehicles and charging and swapping stations to discharge to the power grid. Innovate the demand response mechanism, enrich the demand response varieties, and increase the frequency of user participation and the scale of response.

(III) Strengthen the application and promotion of intelligent and orderly charging. Formulate and improve the relevant technical requirements for the intelligentization of charging and swapping facilities, and promote the construction, replacement or transformation of intelligent and orderly charging piles. Promote the construction of intelligent and orderly charging pilot communities, establish an intelligent and orderly charging management system for residential communities, and effectively improve the access capacity of personal intelligent piles on the basis of ensuring the safe operation of the power grid. Improve the interactive capabilities of charging and swapping stations, study and optimize the methods for approving the installed capacity and the rules for grid-connected operation, and carry out pilot projects to optimize and improve the access capacity of intelligent charging and swapping stations.

(IV) Promote collaborative innovation of V2G technologies and models. Explore V2G technologies and models that are efficiently integrated with parks, buildings, residences and other scenarios to meet the V2G application needs of public and private vehicles. Support relevant companies to jointly carry out V2G project applications, and encourage car companies and battery companies to improve the battery quality assurance system and enhance battery technology. Explore the use of the new energy vehicle national monitoring and power battery recycling and traceability integrated management platform to carry out V2G project battery status assessment.

(V) Strengthen work support and effective guidance. Strengthen the implementation and application of standards to support the effective promotion of large-scale application of vehicle-grid interaction. Actively play the role of charging facility monitoring service platform, and establish and improve vehicle-grid interaction data access and evaluation mechanism. Strengthen user rights protection, strengthen publicity and popularization, and enhance user participation willingness. Increase the support of power grid enterprises, and provide services such as resource access, network access testing, grid connection metering, dispatching operation, clearing and settlement.

III. Organization and Implementation

(I) The departments in charge of the development of charging facilities in each province (autonomous region, municipality) are requested to work with relevant departments and the dispatched agencies of the National Energy Administration to recommend cities and V2G projects in their regions that are willing to participate in the large-scale application of vehicle-grid interaction. In principle, each province (autonomous region, municipality) shall recommend no more than one city, and regions with relatively mature conditions such as the Yangtze River Delta, the Pearl River Delta, Beijing-Tianjin-Hebei-Shandong, Sichuan-Chongqing, etc. may be appropriately relaxed to two. In principle, each province (autonomous region, municipality) shall recommend no more than five V2G projects (no more than one battery swapping project), and a single project may be a collection of dispersed facilities in the same city by the same implementing entity.

(II) The departments in charge of the development of charging facilities in each province (autonomous region, municipality) are requested to compile relevant materials in accordance with the requirements of the annex, and send the paper version of the materials to the Electricity Department of the National Energy Administration after stamping before October 31, 2024. The National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation will organize expert reviews in due course and select no less than 5 cities with good development foundations, strong policies, and strong driving effects, and no less than 50 V2G projects to be included in the scope of this pilot.

(III) Departments at all levels that are responsible for the development of charging facilities must strictly implement their principal responsibilities, increase coordination with relevant departments, actively innovate policy mechanisms and regulatory methods, and encourage relevant companies to explore new technologies, new industries, new formats, and new models for vehicle-grid interaction. Provincial price authorities should study and improve supporting electricity price policies such as peak and valley time-sharing; power operation authorities should gradually improve demand response mechanisms; and the dispatched agencies of the National Energy Administration should promote the improvement of electricity market access conditions and trading rules within their jurisdictions, enrich electricity trading varieties, give play to the synergy of market mechanisms and electricity price policies, and support the development of vehicle-grid interaction.

(IV) The National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation will coordinate and guide the pilot work of large-scale application of vehicle-grid interaction in various provinces (autonomous regions and municipalities), coordinate with relevant local departments to solve practical problems in the work, and promote the promotion of typical experiences and mature models nationwide in a timely manner.
