Recently, the Development and Reform Bureau of Wuyi County, Jinhua City, Zhejiang Province, publicly solicited opinions on the "Wuyi County Electrochemical Energy Storage Project Construction Management Work Guidelines (Trial)" (hereinafter referred to as the "Work Guidelines").
The work guidelines clearly state that electrochemical energy storage power station projects are subject to local filing management. Among them, electrochemical energy storage projects on the power supply side, grid side, and user side with a rated power of 5 megawatts and above must be included in the provincial development plan or annual construction plan before going through the filing process.
For newly built, expanded or renovated electrochemical energy storage power stations with a power of 500 kilowatts or more, the design drawings should be uploaded through the "Zhejiang Province Engineering Construction Whole Process Drawing Digital Management System", and the third-party drawing review agency should conduct a construction drawing review and issue a fire protection special drawing review qualification document. In addition, it is necessary to apply for fire protection design review on the Zhejiang Government Service Network Investment Online Approval Platform, and construct according to the design drawings that have passed the drawing review.
The work guidelines require that before an electrochemical energy storage power station applies for fire protection registration, the project unit should organize a completion acceptance, and fire protection inspections should be included in the completion acceptance content. The inspection results should be attached to the project completion acceptance report.

Wuyi County Electrochemical Energy Storage Project Construction Management Guidelines (Trial)
In order to promote the safe, orderly and healthy development of electrochemical energy storage projects and further standardize the construction management of electrochemical energy storage projects in our county, this guideline is formulated in accordance with the "Notice on Strengthening the Safety Management of Electrochemical Energy Storage Power Stations" (Guo Neng Zongtong Safety [2022] No. 37), "Zhejiang Province New Energy Storage Project Management Measures (Trial)" (Zhejiang Energy [2024] No. 6), "Interim Provisions on the Management of Fire Design Review and Acceptance of Construction Projects" (2023 Ministry of Housing and Urban-Rural Development Order No. 58), "Zhejiang Province User-Side Electrochemical Energy Storage Technology Guidelines", "Zhejiang Province Construction Project Fire Design Review and Acceptance Management Interim Measures" (Zhejiang Construction [2021] No. 3) and other relevant regulations, combined with the actual situation in Wuyi.
1. Scope of application
This guideline applies to electrochemical energy storage projects built within Wuyi County, including power supply side energy storage (referring to new energy storage facilities installed in power plants (fields) such as thermal power, wind power, photovoltaic power, etc., and directly connected to the power facilities inside the plant); grid side energy storage (referring to energy storage facilities built at dedicated sites and directly connected to the public power grid) and user side energy storage (referring to energy storage facilities built in the user's internal site or adjacent to the user, directly connected to the user's internal power distribution facilities, and the stored electricity is used for internal consumption by the user). Based on the principle of "safety first, standardized management, active and prudent", this guideline standardizes and clarifies the processes of energy storage projects from filing requirements, project construction, fire protection design review, grid connection acceptance and operation supervision, further consolidates the safety responsibility subjects in each link, strengthens the supervision responsibilities of relevant departments, and provides guidance for achieving high-quality development of the energy storage industry.
2. Management Process
(I) Project filing
1. Filing management: Electrochemical energy storage power station projects are subject to local filing management. Among them, electrochemical energy storage projects on the power supply side, grid side, and user side with a rated power of 5 MW or more must be included in the provincial development plan or annual construction plan before the filing process is implemented. The power supply side energy storage projects built by wind power, photovoltaic and other new energy power generation projects can follow the same filing or approval process as the main project. The county development and reform bureau should regularly copy the electrochemical energy storage project filing list to the county construction, emergency, fire protection, and other relevant competent departments and power supply companies.
2. Filing content: The filing content of electrochemical energy storage projects should include the basic information of the project unit, project name, construction location, construction scale, construction content, start-up time, total project investment, project compliance with industrial policy statement, preliminary grid access opinion letter, etc. The filing project should specify in the construction content whether the project is power supply side energy storage, grid side energy storage or user side energy storage.
3. Registration changes: After the project is registered, if the project legal person changes, the project construction location, scale, content undergoes major changes, or the project construction is abandoned, the project unit shall promptly inform the county Development and Reform Bureau through the online platform and modify the relevant information.
(II) Project construction
4. Design specifications: For newly built, expanded or rebuilt electrochemical energy storage power stations with a power of 500 kilowatts or more, engineering design and fire protection design should be carried out in accordance with the "Design Specifications for Electrochemical Energy Storage Power Stations" (GB 51048-2014). The design drawings should upload relevant materials through the "Zhejiang Province Engineering Construction Full Process Drawing Digital Management System", and a third-party drawing review agency should conduct a construction drawing review and issue a fire protection special drawing review qualification document. In addition, it is necessary to apply for fire protection design review on the Zhejiang Government Service Network Investment Online Approval Platform, and construct according to the design drawings that have passed the drawing review. The fire protection design of the user-side electrochemical energy storage project should comply with the "General Code for Building Fire Protection", "Building Design Fire Protection Code" and other national engineering fire protection technical standards and the "Zhejiang Province User-side Electrochemical Energy Storage Technology Guidelines". The units responsible for project design, consulting, construction and supervision should have the corresponding qualifications prescribed by the state.
5. Radiation environmental impact assessment: For electrochemical energy storage projects that require the simultaneous construction of 100 kV or above transmission and transformation projects, according to the "Catalogue of Classification Management of Environmental Impact Assessment for Construction Projects (2021 Edition)", a radiation environmental impact assessment should be carried out for the construction of the transmission and transformation projects, and a green channel for approval of the environmental impact assessment should be opened. Other construction projects do not need to conduct environmental impact assessment approval.
6. Safety regulations: Project units must strictly implement the main responsibility for safety in accordance with the requirements of the "Safety Regulations for Electrochemical Energy Storage Power Stations" (GB/T 42288-2022). Among them, user-side electrochemical energy storage projects must follow the requirements of the "Technical Guidelines for User-Side Electrochemical Energy Storage in Zhejiang Province" and comprehensively strengthen various management measures such as equipment control, arrival sampling, construction management, and construction acceptance. Project construction units should strengthen safety risk assessment and demonstration, and reasonably determine the site selection, layout, and safety facility construction of electrochemical energy storage power stations. Safety facilities must be designed, constructed, and put into operation at the same time as the main project.
