Recently, the Guangzhou Development and Reform Commission issued a letter in response to Proposal No. 1057 of the Third Session of the 14th Guangzhou CPPCC Committee, which comprehensively summarizes Guangzhou’s current energy storage industry, energy storage project development, energy storage industry policies, and energy storage financial support measures.
So far, Guangzhou has 42 energy storage application projects in operation, including electrochemical energy storage power stations, with a total power of over 200 megawatts. In the list of 30 major application scenarios of new energy storage in Guangdong Province released by the Guangdong Provincial Development and Reform Commission in December 2023, six demonstration projects were included, including the Guangzhou New Energy Storage Innovation Center Industry-University-Research Collaborative Innovation Base, Financial City Ice Storage Central Cooling, Huangpu District Hengyun Thermal Power "Extracted Steam Storage" Demonstration, and Sino-Singapore Knowledge City "Flywheel + Electrochemical" Energy Storage Demonstration.
In terms of industry, Guangzhou has more than 130 companies engaged in new energy storage business, basically covering relevant links of the industrial chain, and a number of local advantageous enterprises in Guangzhou have emerged, such as Penghui Energy, Zhiguang Electric, Juwan Technology Research, and Rongjie Technology. Since 2023, Juwan Technology Research Energy Storage Devices and Systems Headquarters Base, Inpai Power Battery + Energy Storage Battery Project, etc. have been put into production one after another, and the construction of Funeng Technology Power Battery Production Base Project has been accelerated, further driving a group of upstream and downstream enterprises to gather. At present, there are 11 new energy storage projects under construction with a total investment of nearly 40 billion yuan, and the output value after reaching full production can exceed 100 billion yuan. The city has built more than 40 national and provincial-level scientific and technological innovation, industrial innovation and other platforms involving new energy storage in the fields of battery materials, energy storage systems, and battery recycling, ranking first in the country.

We have received your proposal "Relying on the city's advantageous industries to ignite the high-quality development engine of the new energy storage industry" (No. 1057). Our committee attaches great importance to it and has organized the Municipal Party Committee Financial Office, Municipal Bureau of Industry and Information Technology, Municipal Bureau of Science and Technology, Municipal Bureau of Finance, Municipal Bureau of Human Resources and Social Security, Municipal Bureau of Urban Management Comprehensive Law Enforcement, Guangzhou Power Supply Bureau of Guangdong Power Grid Co., Ltd., Guangzhou Industrial Investment Holding Group Co., Ltd., Guangzhou Development Group Co., Ltd. and other units to conduct careful research and handling, and communicated through Guangdong Government Easy on August 9. After comprehensive opinions from the co-organizers, the relevant situation is now replied as follows:
I. Basic Situation of Industrial Development
New energy storage is an important part of building a new energy system, developing strategic emerging industries, and developing new quality productivity in accordance with local conditions. It plays a vital role in promoting carbon peak and carbon neutrality.

II. Relevant information on industrial support policies
In order to promote the high-quality development of the new energy storage industry, a special working group for promoting the high-quality development of the new energy storage industry was established in Guangzhou, and the "Implementation Opinions of the General Office of the Guangzhou Municipal People's Government on Promoting the Development of High-quality New Energy Storage Industry" was issued. Relevant departments of our city have successively issued special support policies such as "Several Measures of the Guangzhou Development and Reform Commission on Supporting the High-quality Development of the New Energy Storage Industry" and "Several Measures of the Guangzhou Municipal Industry and Information Technology Bureau on Accelerating the High-quality Development of New Energy Storage Products and Applications", supporting the construction of innovative carriers in the field of new energy storage, encouraging pilot demonstrations, promoting the application of new energy storage products, and promoting the implementation of key projects and industrial clusters. The "Guangzhou Hydrogen Energy Infrastructure Development Plan" was issued, and the investment in hydrogen refueling station projects was subject to district-level local filing. The "Guangzhou Hydrogen Refueling Station Management Interim Measures" and "Guidelines for Site Selection of Hydrogen Refueling Stations in Guangzhou" were issued, clarifying that hydrogen refueling stations shall be issued business licenses in accordance with urban gas projects, and optimizing the approval process for hydrogen refueling station construction. Actively explore new models for the cultivation of skilled talents, and carry out the province's first batch of "project-based" vocational function training projects around key industries such as advanced manufacturing, new occupations and new types of work. Relying on the construction of industrial employment training bases, we will create a well-planned strategic industry skilled talent training and growth chain of "strategic industry skilled talent training + skill level evaluation + achieving high-quality employment + skill level improvement + higher social recognition".
III. Situation regarding industrial technological innovation
Our city has strengthened the battle of key core technologies, created a highland of technological innovation for new energy industries such as new energy storage, and supported enterprises to "take the lead" in developing new quality productivity and leapfrogging the industrial chain. In terms of major platform construction, the State Grid Corporation of China took the lead in establishing the Guangdong New Energy Storage National Research Institute, which has settled in Baiyun District and has been approved by the Ministry of Industry and Information Technology to build a national and local new energy storage manufacturing innovation center. The center was established in the form of "company + alliance", focusing on the five major areas of new energy storage, such as electrochemical energy storage, mechanical energy storage, superconducting energy storage, thermal energy storage, and hydrogen energy storage, focusing on large-capacity, high-safety, long-life, and high-efficiency large-scale energy storage equipment and technical research, to achieve key common technology research and development, achievement transformation and commercial application of energy storage. In terms of innovation in lithium-ion battery technology and product manufacturing, GAC Aion's magazine battery leads in battery density, high-temperature stability, and reliability; Juwan Technology Research's battery products installed in related models have created the world record of "fastest electric vehicle charging technology"; Tianci Materials Co., Ltd. ranks first in the world in electrolyte production and market share, relying on its unique lithium hexafluorophosphate degradation technology to build the first lithium iron phosphate full-element quantitative recycling factory in China; Penghui Energy Co., Ltd.'s independently developed primary battery (lithium iron) ranks second in the world and first in China. In terms of key core scientific and technological research, we actively undertake major scientific research projects at the ministerial and provincial levels, and implement municipal key field research and development projects at the same time, focusing on the layout of new generation information technology, intelligent networked vehicles, new materials, new energy and other fields. In recent years, relevant units in Guangzhou have undertaken a total of 45 national, provincial and municipal energy storage-related scientific and technological projects, and received a total of 760 million yuan in financial support, and have achieved a series of results in energy storage equipment and energy storage technology. On this basis, we will continue to strengthen the coordination between Guangzhou's key field research and development plans and national key research and development plans, carry out the "supplementary support" special topic of national key research and development plans, and improve the innovation project funding mechanism oriented to enterprise needs.
