Recently, the country's first precise, flexible and stable control system was put into operation.
It is understood that the system is the first in the country to achieve rapid and continuous control of new energy storage resources at the millisecond level, improve load control accuracy by 1,000 times, and realize "precise control of non-civilian electricity use" and flexible control of new energy storage at the millisecond level by "adjusting instead of cutting". This two-pronged approach will enhance the safe and stable control capabilities of new power systems.
The Southern Power Grid operates in AC/DC hybrid mode, and the power grid needs to be equipped with a safe and stable control system. In the event of serious faults such as large-capacity DC blocking, stable control measures such as machine cutting and load shedding can be quickly taken to prevent system stability damage. At the same time, with the large-scale development of flexible control resources with fast adjustable capabilities such as new energy storage and new energy, the power grid stability control system faces an urgent need for transformation and upgrading.
As a load-receiving center, Guangzhou needs to quickly and effectively implement load shedding stabilization control measures, but traditional methods have the problem of insufficient use of flexible resources.
01Fast and accurate control to ensure electricity consumption for people’s livelihood with high standards
Since March 2023, under the guidance of the superior dispatch, the Guangdong Guangzhou Power Supply Bureau of the Southern Power Grid has jointly explored the technical route of the precise flexible stability control system with the Southern Power Grid Energy Storage Company and NARI Relay Protection. In March 2024, taking Nansha District as a pilot, a precise flexible stability control system with a multi-dimensional hierarchical and partitioned system architecture was built. The load shedding control mode was changed from the traditional 110 kV switch mode to the 100 millisecond-level precise real-time control of the user branch switch of the 10 kV ring network switch cabinet, avoiding people's livelihood and important loads, realizing the "precise" control of the load shedding amount and the "accurate" division of user objects, and effectively improving the refined management and control level of the safety and stability defense line.
02New flexible control, opening up a new control mode of "adjusting instead of cutting"
In response to the problem of insufficient mobilization of flexible resources such as light, storage and charging, the Guangzhou Power Supply Bureau selected the Furong new energy storage power station, and was the first in the country to organize the research and development and put into production a safe, controllable, flexible and intelligent stabilization terminal suitable for flexible resources such as new energy storage. The "high-fidelity" actual measurement of the full-power adjustment time of the new energy storage is 137 milliseconds, and it is the first time in the country to creatively realize the continuous regulation and control of flexible resources, expanding the connotation of source-grid-load-storage friendly, flexible and intelligent interaction of power grid stability control.
"If the power grid stability destruction incident is compared to a fire, and the stability control measures are compared to the water for fire-fighting, then the transition from traditional load shedding to precise load shedding is equivalent to replacing a thick water pipe with multiple thin water pipes; and then to precise flexible control, it is equivalent to adding a faucet that can continuously control the flow rate to the thin water pipes, thus achieving the optimal utilization of water resources while precisely extinguishing the fire." said Ye Meng, a dispatching technician in Guangzhou.

The system has been incorporated into the actual operation of the Kunliulong DC stabilization control system. Through precise and flexible regulation of system load and new energy storage, it ensures the safe and stable operation of large AC and DC power grids, becoming a popular and replicable sample of the stabilization control system for large receiving city power grids.
In the next step, Guangzhou Power Supply Bureau will build an online management master station system for the precise and flexible stability control system, continuously explore development technology routes such as diversified control resources, diversified control methods, and multidimensional application scenarios, enhance the stability control capabilities of new power systems, and promote the development of new quality productivity with innovative practices.
