Zhejiang Energy Regulatory Office issues pilot work plan for virtual power plants to participate in Zhejiang power auxiliary service market

In order to further improve the national unified electricity market system and promote the participation of virtual power plants in electricity ancillary services, the Zhejiang Energy Regulatory Office and the Provincial Energy Bureau recently jointly issued the "Virtual Power Plant Participation in Zhejiang Electricity Auxiliary Services Market Pilot Work Plan".

The plan was organized and compiled by the Zhejiang Energy Regulatory Office in conjunction with the Provincial Energy Bureau. After many special discussions and public solicitation of opinions, it was officially issued after reaching a consensus among multiple parties, clarifying the relevant matters regarding the participation of third-party independent entities in the auxiliary service market in Zhejiang Province. First, it is clear that at this stage, virtual power plants can participate in auxiliary services in accordance with the "Notice of the Zhejiang Energy Regulatory Office on the Participation of Third-Party Independent Entities in Zhejiang Province in Power Auxiliary Services" and its supplementary provisions; second, it is proposed that they can participate in the "two detailed rules" in the East China region on a pilot basis, clarifying the access method, relevant market boundaries and parameters, data storage and verification requirements; third, it is proposed that after the spot market is launched, according to the market construction situation, virtual power plants with relevant technical conditions will be actively promoted to pilot and participate in auxiliary service market transactions such as frequency regulation; fourth, specific requirements are put forward for the participation of virtual power plants in varieties, access and parameter changes, operation and call, compensation and assessment, measurement and settlement, information disclosure and supervision and management; fifth, a model text of the transaction contract, a transaction commitment letter and a technical service commitment letter are drafted to further standardize the participation of virtual power plants in the market.

The Zhejiang Energy Regulatory Office will continue to promote and supervise the pilot work of virtual power plants participating in Zhejiang's power auxiliary services, continuously promote the participation of virtual power plants in the construction of the auxiliary services market, and do a good job in verifying the authenticity and accuracy of the data reported by the virtual power plant platform to ensure smooth and orderly market operation.
