In terms of future energy, we will focus on key areas such as nuclear energy, nuclear fusion, hydrogen energy, and biomass energy, and build a future energy equipment system with a full chain of "collection-storage-transportation-application". We will develop new crystalline silicon solar cells, thin-film solar cells and other high-efficiency solar cells and related electronic special equipment, accelerate the development of new energy storage, and promote the integration and upgrading of the energy electronics industry.

Future industries are driven by cutting-edge technologies and are currently in the germination stage or early stage of industrialization. They are forward-looking emerging industries with significant strategic, leading, subversive and uncertain characteristics. Vigorously developing future industries is a strategic choice to lead scientific and technological progress, drive industrial upgrading, and cultivate new quality productivity. In order to implement the spirit of the 20th National Congress of the Communist Party of China and the Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Term Objectives for 2035, seize the opportunities of a new round of scientific and technological revolution and industrial transformation, accelerate the development of future industries around the main battlefield of manufacturing, and support the promotion of new industrialization, the following opinions are put forward.
I. Guiding Ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately and comprehensively implement the new development concept, accelerate the building of a new development pattern, coordinate development and security, take the high-end upgrading of traditional industries and the industrialization of cutting-edge technologies as the main line, take innovation as the driving force, take enterprises as the main body, take scenarios as the traction, and take iconic products as the focus. We will follow the laws of scientific and technological innovation and industrial development, strengthen forward-looking planning and policy guidance, actively cultivate future industries, accelerate the formation of new quality productivity, and provide strong support for building a strong country.
II. Basic Principles
Prospective deployment and phased cultivation. In line with the trend of the new round of scientific and technological revolution and industrial transformation, facing the major national needs and strategic areas, systematic planning and advanced layout. Grasp the laws of future industrial development, cultivate in stages, and make dynamic adjustments.
Innovation-driven and application-driven. Lead future industrial development with cutting-edge technological breakthroughs and strengthen original and disruptive technological innovation. Driven by scenarios, connect R&D and application to accelerate the industrialization process.
Ecological synergy and systematic advancement. Gather resources from government, industry, academia, research and application, integrate capital, talent, technology, data and other elements, and create an industrial ecology with deep integration of innovation chain, industrial chain, capital chain and talent chain.
Open cooperation, safe and orderly. Actively participate in the global future industrial division of labor and cooperation, deeply integrate into the global innovation network. Coordinate technological innovation and ethical governance to create an inclusive, prudent, safe and sustainable development environment.
3. Development Goals
By 2025, the future industry technology innovation, industry cultivation, safety governance and other aspects will be fully developed, some fields will reach the international advanced level, and the industry scale will be steadily improved. A number of future industry incubators and pilot zones will be built, 100 cutting-edge key core technologies will be broken through, 100 iconic products will be formed, 100 leading enterprises will be created, 100 typical application scenarios will be developed, 100 key standards will be formulated, 100 professional service agencies will be cultivated, and a future industry development model that conforms to my country's actual situation will be initially formed.
By 2027, the comprehensive strength of future industries will be significantly improved, and some areas will achieve global leadership. Major breakthroughs will be made in key core technologies, a number of new technologies, new products, new formats and new models will be widely used, key industries will achieve large-scale development, a number of ecological leading enterprises will be cultivated, and a development pattern of coordinated linkage between future industries and advantageous industries, emerging industries and traditional industries will be established, a long-term mechanism for sustainable development will be formed, and China will become an important source of the world's future industries.

1. Strengthen forward-looking planning and deployment. Grasp the global trend of scientific and technological innovation and industrial development, and focus on promoting the development of six major industries: future manufacturing, future information, future materials, future energy, future space, and future health. Build a future industry observation station, and use artificial intelligence, advanced computing and other technologies to accurately identify and cultivate high-potential future industries. Give full play to the advantages of the new national system, guide local governments to combine industrial foundations and resource endowments, and rationally plan, accurately cultivate and dislocation the development of future industries. Give full play to the role of cutting-edge technology as an incrementer, aim at high-end, intelligent and green directions, accelerate the transformation and upgrading of traditional industries, and provide new impetus for the construction of a modern industrial system.
Column 1: Proactively deploy new tracks
Future Manufacturing. Develop intelligent manufacturing, biomanufacturing, nanomanufacturing, laser manufacturing, and circular manufacturing; break through key core technologies such as intelligent control, intelligent sensing, and simulation; promote flexible manufacturing, shared manufacturing, and other models; and promote the development of the Industrial Internet and the Industrial Metaverse.
