On December 26, 2023, the Lishui Municipal People's Government issued the "Notice on Several Opinions on Supporting the High-quality Development of Lishui's Electricity Industry", which mentioned:
Main tasks
(1) Deepen the coordination between power generation, grid, load and storage to promote the low-carbon transformation of energy.
Accelerate the construction of pumped-storage power stations. Focusing on building the core area of Lishui, the East China pumped-storage base, promote the construction of pumped-storage power stations in Jinyun, Jingning, Songyang, Jinshuitan, Qingyuan, etc., accelerate the construction of Qingtian pumped-storage power station, and strive to complete the construction and commissioning of all units of Jinyun pumped storage in 2025 and Jinshuitan pumped storage in 2027. Coordinate the early stage (or inclusion in regulations) of pumped-storage projects in Suichang, Longquan, Yunhe, Liandu, etc., and strive to implement them as soon as possible. Carry out site resource surveys and demonstrations for small and medium-sized pumped-storage power stations, and plan to strive for a batch of small and medium-sized pumped-storage power stations. Accelerate the construction of large pumped-storage power stations and supporting transmission lines in Jinyun, Songyang, Jingning, Qingyuan, Qingtian, etc.
Actively promote the development of new energy storage. Guide the scientific layout of new energy storage on the power supply side, the grid side, and the user side. Promote the development of "new energy + energy storage". Wind power and centralized photovoltaic stations should have primary frequency regulation, rapid voltage regulation, and peak regulation capabilities. Energy storage should be configured at a rate of no less than 10% of installed capacity and a duration of no less than 2 hours. New energy storage can be configured by leasing, co-construction, or self-construction of projects. Give full play to the role of grid-side energy storage in smoothing load curves and absorbing renewable energy, and support the safe, stable and economic operation of the system. Support the construction of user-side energy storage projects and encourage diversified applications such as energy storage + 5G base stations, data centers, and charging and swapping facilities.
(IV) Promote green consumption and improve access to electricity.
Accelerate the construction of charging and swapping facilities for electric vehicles. Roll out the "14th Five-Year Plan" charging infrastructure layout plan to support the reasonable location of charging fields, stations, and centers. Further standardize the construction, operation, and management processes of charging infrastructure, and study and implement financial support policies for the construction and operation of charging infrastructure. Fully implement the standard of "100% reserved charging pile installation conditions in new communities, and the installation rate of charging meter boxes is not less than 35%", promote the construction and renovation of charging facilities in existing communities according to local conditions, and actively promote the integrated construction of charging facilities along highways and public parking facilities. Increase investment in rural distribution network construction and fully serve the development of new energy vehicles in rural areas. Optimize the charging infrastructure registration process, work together to solve the problem of oil vehicles occupying space, and strive to solve the problem of "difficult charging" for electric vehicles.
