On October 18, the Chengdu Municipal Bureau of Economy and Information Technology issued the “Implementation Rules for Chengdu’s Policy Measures to Optimize Energy Structure and Promote Urban Green and Low-Carbon Development (Draft for Comments)”, which mentioned:

Supporting the development of energy storage scale and power battery recycling

(XIII) Subsidy for Energy Storage Demonstration Project Construction

1. Support standards

For selected user-side, grid-side, power source-side, and virtual power plant energy storage projects with an annual utilization hour of no less than 600 hours, a subsidy of 230 yuan per kilowatt per year will be given according to the scale of the energy storage facility, with a maximum of 1 million yuan for a single project, for three consecutive years.

2. Application conditions

(1) The applicant must be an enterprise with independent legal personality.

(2) The energy storage system and its auxiliary facilities should have the functions of remote operation data transmission and remote control. They should be connected to the Chengdu Energy Storage Aggregation Management Platform in accordance with digital management requirements, sign a control agreement, and accept the coordinated dispatch of the power grid to ensure the safe operation of the public power grid, and carry out applications such as peak shaving, power backup, demand-side response, and reactive power response.

(3) The battery components, inverters and other equipment used in the energy storage system should be tested and certified by the national certification and accreditation bodies and meet the relevant technical requirements for grid access. Energy storage systems with a rated power greater than 100kW and a storage time greater than 15 minutes should meet the requirements of the General Technical Requirements for Electrochemical Energy Storage Systems in Power Systems (GB/T36558-2018).

(4) The applicant bears the primary responsibility for the safety of energy storage facilities and must formulate and improve measures to strengthen the construction and management of safety and fire protection facilities, reduce safety risks, and ensure the safe operation of energy storage facilities.

(5) The project application must fully consider the substation capacity requirements at the project construction site and reasonably design the energy storage scale.

3. Application Materials

(1) Funding application report. It mainly includes: basic information of the project unit, basic information of the project (project code, construction content, construction scale, total investment and funding source, implementation of construction conditions, investment completion and engineering progress, annual capital construction funding needs, etc.), project approval, planning and site selection, and land use pre-examination, etc., a letter of commitment from the project applicant to ensure that the new project will start construction within the year or a statement on the engineering progress of the project that has already started, and a letter of commitment from the project applicant on the authenticity of the attached materials.

(2) Application form for funds for capital construction investment projects within the municipal budget.

(3) Performance target declaration form for capital construction investment projects.

4. Project Review

The Municipal Development and Reform Commission will organize preliminary review, on-site review and expert review of projects together with relevant departments and power grid companies, and select the best projects for support. After the project is determined, the power grid company will sign a grid connection dispatching agreement and a power purchase and sales contract with the project unit to ensure that the energy storage system has priority access, dispatching and consumption under the same conditions.

5. Project acceptance

The Municipal Development and Reform Commission will work with relevant departments and power grid companies to confirm the operation of energy storage facilities, issue annual subsidies to support projects that meet the conditions, and strengthen on-site and post-project supervision of energy storage projects. For those who conceal relevant circumstances or provide false information, those whose results do not meet the standards and still do not meet the requirements after rectification, those who fail to put them into operation on schedule, or those who neglect safety management and cause safety accidents, their subsidies will be withdrawn and terminated.

14. Energy Storage Project Operation Subsidy

1. Support standards

For new energy storage projects newly built and put into operation between 2023 and July 15, 2027, with an annual utilization hours of no less than 600 hours, an operating subsidy of 0.3 yuan/kWh will be given according to the actual annual discharge of the energy storage facilities. The maximum annual subsidies for projects with an installed capacity of less than 50,000 kilowatts, between 50,000 kilowatts (including 50,000 kilowatts) and less than 100,000 kilowatts, and above 100,000 kilowatts (including 100,000 kilowatts) are 5 million yuan, 8 million yuan, and 10 million yuan respectively, and the subsidies will be provided for three consecutive years.

2. Application conditions

(1) The applicant must be an enterprise with independent legal personality.

(2) Energy storage systems and auxiliary facilities should have the functions of remote operation data transmission and remote control. They should be connected to a unified platform according to digital management requirements, sign a control agreement, and accept grid coordination and dispatch to ensure the safe operation of the public power grid, and carry out applications such as peak shaving, power backup, demand-side response, and reactive power response.

(3) New energy storage projects must comply with relevant national regulations, standards, etc., and meet the technical requirements for grid access.

(4) The applicant bears the primary responsibility for the safety of energy storage facilities and must formulate and improve measures to strengthen the construction and management of safety and fire protection facilities, reduce safety risks, and ensure the safe operation of energy storage facilities.

(5) The installed capacity of the project to be applied for shall not be less than 100 kW, and the annual utilization hours after completion shall not be less than 600 hours.

3. Application Materials

(1) “Application Form for Chengdu Energy Storage Demonstration Project Operation Subsidy Funds”;

(2) Business license, organization code certificate, tax registration certificate or a combination of business licenses (photocopy) and ID card of the legal representative of the enterprise (photocopy);

(3) Materials on project approval, planning and site selection, and land use pre-examination;

(4) Materials explaining the project operation;

(5) Letter of commitment that no environmental pollution or production safety accidents have occurred;

(6) Letter of Commitment of Integrity.

(XVI) Support the construction of a new energy vehicle power battery traceability management information platform

1. Support standards

For enterprises that have built the Chengdu-level new energy vehicle power battery traceability management information platform (hereinafter referred to as the "traceability information platform"), after passing the acceptance (built in accordance with the standards of the Ministry of Industry and Information Technology's "National Monitoring of New Energy Vehicles and Power Battery Recycling and Utilization Traceability Integrated Management Platform"), the enterprise responsible for the operation and maintenance of the traceability platform will be given a subsidy of 30% of the annual operation and maintenance costs, up to a maximum of 500,000 yuan, for four consecutive years.

2. Application conditions

(1) The applicant is an enterprise with independent legal personality;

(2) A company that builds and operates a Chengdu-level new energy vehicle power battery traceability information platform established in accordance with the law;

(3) Traceability information platform enterprises that have passed the acceptance inspection in accordance with relevant regulations.

3. Application Materials

(1) "Application Form for Chengdu Municipal Support for the Construction and Development of the Traceability Information Platform Operation and Maintenance Subsidy Fund";

(2) Business license, organization code certificate, tax registration certificate or a combination of business licenses and ID card of the legal representative;

(3) Documentation of acceptance of the traceability information platform;

(4) Documentation of the annual access and output data, ledgers, and other supporting materials used by the traceability information platform;

(5) Detailed statement of annual operation and maintenance costs of the traceability information platform;

(6) Software name, service purchase contract, bank transfer voucher or *** document used by the traceability information platform;

(7) Financial audit report of the previous year (with QR code);

(8) Letter of commitment of good faith;

(9) If the same project applies for central or provincial subsidies or multiple municipal special funds, the applicant should provide funding disbursement documents (fund disbursement list) and a list of applied projects for the subsidies that have been obtained and are being applied for, and make special explanations.
