Development direction. Guide the standardized development of the recycling industry of waste power batteries for new energy vehicles and strengthen the coordination of the industrial chain. Promote the innovation of business models for the comprehensive utilization of waste power batteries for new energy vehicles and expand the application of batteries in photovoltaic, commercial, industrial park and other energy storage scenarios. Promote the improvement of the recycling capacity of waste power batteries and efficiently recycle metal elements such as lithium, nickel and cobalt.
Focus on promoting technical equipment. Promote the application of technologies related to high-compatibility retired battery rapid non-destructive testing and sorting systems, technologies related to retired power battery pack flexible intelligent disassembly systems, new energy vehicle power battery monomer automated disassembly and positive and negative electrode material repair technologies, lithium iron phosphate battery black powder wet method full resource recovery technology and other waste power battery detection, disassembly, cascade utilization, and recycling technologies.
Main tasks
(VII) Improve the recycling and utilization system of waste power batteries of new energy vehicles. Actively carry out special research on the recycling and utilization of waste power batteries of new energy vehicles, and cultivate demonstration enterprises, demonstration projects, and demonstration scenarios for the recycling and utilization of waste power batteries. Strengthen the standardized management of the entire industrial chain of production, recycling, and comprehensive utilization of waste power batteries of new energy vehicles, and build a closed loop of waste power battery recycling involving new energy vehicle and battery manufacturers, sales companies, battery leasing companies, waste power battery cascade utilization and comprehensive utilization companies, and scrapped motor vehicle recycling and dismantling companies. Promote advanced technologies in the field of cascade and recycling of waste batteries, and improve the level of automation and intelligence. Increase the promotion of efficient extraction technology of valuable metals from battery black powder, and expand the application of cascade utilization batteries in low-speed vehicles, energy storage, backup power and other scenarios. Relying on leading power battery manufacturing and power battery material production companies, establish an industrial base for the comprehensive application of waste power batteries of new energy vehicles.
