Special fund support refers to funds included in the municipal fiscal budget and used to support the cultivation and application promotion of the high-quality development of Dongguan's new energy storage industry. The scope includes five aspects: interest subsidy for capital increase and expansion loans, incentives for the construction of innovative carriers, product export certification subsidies, demonstration application subsidies, and public service platform subsidies. Dongguan City's New Energy Storage Industry High-Quality Development Special Fund Management Measures

Chapter I General Provisions

Article 1 In order to implement the work arrangements of the provincial and municipal governments on promoting the high-quality development of new energy storage, implement the "Several Measures for Accelerating the High-quality Development of New Energy Storage Industry in Dongguan" (Dongfa Gai [2023] No. 95), support the cultivation and application promotion of new energy storage industry, further strengthen and standardize the management of special funds for the high-quality development of new energy storage industry in Dongguan, and in accordance with the "Dongguan Municipal Special Financial Fund Management Measures" (Dongfu [2016] No. 73) The spirit and requirements of the document, combined with Dongguan's actual situation, this method is formulated.

Article 2 The special funds referred to in these Measures refer to funds included in the municipal fiscal budget and used to support the high-quality development and application promotion of Dongguan's new energy storage industry. The use of special funds adheres to the principles of "standardized management, openness and fairness, highlighting key points, and focusing on performance".

Chapter II Division of Responsibilities

Article 3 The Dongguan Municipal Development and Reform Bureau (hereinafter referred to as the "Municipal Development and Reform Bureau") is responsible for formulating special work guidelines and application procedures, compiling funding budgets, proposing funding use plans and performance targets; organizing the implementation and management of funds, and proposing funding arrangement suggestions; and is responsible for carrying out special fund performance management, supervision and inspection, and information disclosure in accordance with relevant work requirements.

Article 4 The Dongguan Municipal Finance Bureau (hereinafter referred to as the “Municipal Finance Bureau”) is responsible for formulating the budget management of financial aid funds, organizing the preparation and implementation of special fund budgets, handling the allocation of fund budgets, and organizing and implementing special fund financial supervision and inspection and key performance evaluation.

Article 5 The Dongguan Municipal Bureau of Industry and Information Technology, Dongguan Municipal Bureau of Science and Technology, Dongguan Municipal Investment Promotion Bureau, Dongguan Municipal Administration for Market Regulation, Dongguan Municipal Bureau of Commerce and other departments are responsible for assisting in the review and selection, verification, follow-up management, acceptance and certification of relevant projects.

Article 6 The development and reform functional agencies of each town, street (park) are responsible for assisting the Municipal Development and Reform Bureau in organizing project application, review, evaluation, follow-up management, acceptance certification and performance evaluation and other supervision and management work.

Chapter III Scope and Conditions of Support

Article 7 The scope of special fund support includes but is not limited to the following purposes:

(I) Interest Subsidy for Loans to Increase Capital and Expand Production

We encourage investment and expansion in the field of new energy storage, and provide financial support for investment and expansion projects in the field of new energy storage that obtain new working capital loans from commercial banks in our city.

(II) Incentives for the Construction of Innovation Carriers

We encourage the construction of new energy storage batteries and energy storage systems that are safe, low-cost and long-life, and provide financial rewards to key laboratories, engineering technology research centers, engineering research centers, enterprise technology centers, industrial innovation centers, etc. that have been recognized at the national or provincial level.

3. Subsidy for product export certification

We encourage the exploration of overseas markets, the development of new battery products in the new energy storage field, and provide financial support for new products that obtain authoritative certification for overseas market access.

4. Demonstration Application Funding

It is encouraged to carry out demonstration and application projects of new technologies and products in the field of new energy storage within the city, and financial support will be provided for the operation of new energy storage demonstration and application projects on the user side.

5. Public Service Platform Funding

It is encouraged to link up upstream and downstream supply chains, university research and development institutions, etc. to build public service platforms, and to provide financial support for the construction of industrial technology public service platforms that meet the needs of common technology research and development, technology achievement transformation and promotion, standard setting, inspection and testing, and safety warning in the field of new energy storage.

Article 8 Applicants for the special fund for high-quality development of the new energy storage industry should meet the following basic conditions:

(1) Enterprises, institutions, social groups or private non-enterprises registered in Dongguan City with independent legal person status, specializing in R&D, production and services in the field of new energy storage. If the municipal government or relevant departments have other documents, they shall prevail.

(2) Having the basic conditions and guarantee capabilities for project implementation, and having a sound organizational structure and a complete financial accounting system.

(3) Not being included in the list of dishonest persons subject to punishment.

(4) Other conditions stipulated by laws, regulations, rules and regulatory documents of superior administrative organs.

(V) Other conditions specified in the application notice or guidelines.

Article 9 According to the relevant documents, those that fall within the scope of funding that are not covered by the municipal special financial funds will not be funded.

Article 10 If the scope of support of this Measures overlaps with other municipal financial support policies, the applicant unit shall choose to apply for it on its own. If it has already received funding from other municipal financial support policies, no duplicate funding will be provided.

Chapter 4 Fund Use and Management

Article 11 The Municipal Development and Reform Bureau shall formulate special work guidelines based on the annual budget control quota, the goals and tasks for the development of the new energy storage field, and the annual key tasks determined by the Municipal Party Committee and Municipal Government, and clarify the support objects, standards, application procedures and allocation methods. It may be revised annually based on the actual situation of policy implementation and industrial development.

Article 12 Special funds shall be subject to total budget scale control, and the management and adjustment of their annual budget shall be carried out in accordance with the relevant documents on finance, performance evaluation, etc. of the municipal fiscal special funds. If the municipal government has other provisions, they shall be implemented in accordance with the relevant provisions.

Article 13 The Municipal Development and Reform Bureau shall determine the number of funded projects and units, as well as the final funding or reward amount based on the annual budget scale and the actual number of applications, within the funding limit specified in the work guidelines for the relevant special projects, by conducting evaluation and selection in conjunction with relevant departments to ensure the performance of the use of special funds, and the funding will be stopped when the funds are used up.

Article 14 The Municipal Development and Reform Bureau shall collect and reserve projects, classify and screen them, review and verify them, rank and select the best ones, and examine and verify them to formulate a special funding support plan, which shall be submitted to the Municipal People's Government for approval in accordance with relevant regulations. After the Municipal People's Government agrees, the request for payment and payment procedures shall be handled in accordance with the fiscal funds allocation procedures.
