Actively build a new power system

1. Accelerate the construction of regulating power sources.

Accelerate the construction of pumped-storage power stations. In order to enhance the power dispatching capacity of the power grid, improve the voltage quality and the safety and stability of the power grid, combine the site conditions and the development and utilization plan of hydropower resources, rationally arrange pumped-storage projects on the basis of national land space planning, scientifically avoid ecological sensitive areas such as nature reserves, ecological protection red lines, ecological public welfare forests, and drinking water sources, strengthen environmental protection, and coordinately strengthen the guarantee and monitoring capabilities of river ecological flow. Nanning Pumped Storage Power Station (4×300,000 kW) and Wuming Pumped Storage Power Station (4×300,000 kW) are regarded as key tasks to enhance the flexibility of the power system. We will fully promote the start of construction of the projects and strive to promote the commissioning of the first unit of Nanning Pumped Storage Power Station. Carry out preliminary work on the Nanning Shanglin Pumped Storage Project (4×300,000 kW), Hengzhou Pumped Storage Project (4×300,000 kW), Nanning Mashan Pumped Storage Project (4×300,000 kW), Binyang County Sanyang Pumped Storage Project (300,000 kW), and Nanning Binyang Silong Pumped Storage Project (300,000 kW), and strive to include five pumped-storage power stations in the national plan and implement their construction.

Accelerate the application of new energy storage. Focusing on electrochemical energy storage, encourage wind power and photovoltaic power generation market-oriented projects to be equipped with a certain proportion of energy storage facilities according to the requirements of the autonomous region's annual construction plan, promote the timely addition of energy storage to wind power and photovoltaic power generation projects that have been put into production, and improve the local consumption capacity of renewable energy power. Encourage the rational layout of new energy storage in areas with intensive load access, large-scale new energy gathering, difficult peak and frequency regulation, insufficient voltage support capacity, the end of the power grid, heavy overload of main transformers, and tight resources in transmission corridors, carry out centralized shared energy storage pilots, and carry out demonstrations of all-vanadium liquid flow batteries and long-term energy storage. Explore commercial energy storage methods, expand new scenarios for new energy storage applications, encourage the realization of multi-energy complementarity and multi-source interaction of energy Internet based on multiple energy storage, and explore the pilot application of new energy storage projects such as advanced compressed air energy storage, hydrogen energy storage, and cold and heat storage energy storage in multiple scenarios on the power source, network, and load sides. During the "14th Five-Year Plan" period, strive to put into production 450,000 kilowatts of new energy storage, with a storage time of no less than 2 hours.

Carry out pilot projects for new models such as virtual power plants. Carry out pilot projects for new business models such as virtual power plants and load integration, integrate various load types such as industrial and commercial electricity, residential electricity, as well as new energy and charging pile supply capabilities, realize two-way interaction between power grid supply and demand through intelligent scheduling and dynamic adjustment, and actively promote virtual power plant pilot projects such as Nanning bus charging. Carry out comprehensive demonstration applications of electrochemical energy storage, ice storage air conditioning, photovoltaic power generation and electric vehicle bidirectional charging and discharging, and carry out demand-side distributed energy storage demonstration projects in agricultural product cold chain logistics parks.

Carry out the construction of new power system demonstration areas. Continue to carry out the construction of distribution network interconnection, intelligent distribution network, and active distribution network, improve the distribution network's carrying capacity and flexibility to accept new energy and diversified loads, promote the local development and utilization of new energy, form a model with active management of distributed power sources, energy storage equipment and customer two-way loads, and build a public distribution network with a flexible topology structure.

Build an intelligent networked new energy vehicle infrastructure service system

Serve the construction of Nanning New Energy Automobile City and Nanning Intelligent Three-dimensional Transportation System. According to the layout of Nanning's new energy automobile industry, the charging infrastructure will be used as an important entrance to the future urban energy Internet, Internet of Vehicles, etc., to promote the deep integration of charging infrastructure with smart transportation and smart cities, and explore the expansion of value-added services. Serve the construction of Nanning New Energy Automobile City, accelerate the construction of an intelligent charging and swapping system for electric vehicles, encourage construction and operation companies to use their own or leased land to build centralized charging and swapping stations, deploy a new generation of high-power and high-voltage charging stations, and continuously improve the charging capacity of Nanning's intelligent three-dimensional transportation system and improve the convenience of new energy vehicle travel. Drive the construction of Nanning's intelligent three-dimensional transportation system with new energy vehicles and power battery industries, and ensure the power supply of Yunba and tram routes such as Wuming and Fengling Ring Line.

Accelerate the construction of a smart charging and battery swapping service network for electric vehicles. Accelerate the layout of charging facilities in urban population-concentrated areas, expand the layout from the center to the edge, and form a charging service network that is "moderately advanced, reasonably laid out, intelligent and efficient". Actively respond to the national strategy of new energy vehicles going to the countryside and the requirements of the urban-rural integration development strategy, and layout township charging infrastructure on demand. Priority will be given to promoting charging piles in public areas such as public parking lots, large shopping malls, government agencies, enterprises and institutions, and accelerating the access needs of charging piles in priority development areas such as industrial parks and tourist attractions, and promoting the construction of charging infrastructure for the renovation of residential communities and old communities. Build 12,300 new public charging piles and promote 77,800 new energy vehicles. Rationally build independent charging and swapping stations and carry out pilot applications of swapping stations. Orderly promote the integrated infrastructure of charging piles and two-way interactive smart meters.

Promote the integrated development of vehicle-pile-smart energy. Promote the efficient and coordinated development of electric vehicle charging facilities and power dispatching, renewable energy power generation and energy storage systems, encourage the demonstration and application of new models such as vehicle-pile-grid interaction (V2G), virtual power plants, and energy storage interaction, and promote information sharing and integration between electric vehicles and meteorological and renewable energy power forecasting systems. Make full use of information technologies such as "cloud, big data, Internet of Things, mobile, and intelligence", use charging facilities as an important entrance to the future Internet of Vehicles, strengthen the interconnection of charging data, automobile power consumption data, and mileage data, open up data interaction between piles, vehicles, people, and roads, and use digital means to promote the orderly development of charging operation services in the entire region; encourage the establishment of a new energy vehicle charging service vehicle, pile, and network integrated company to professionally operate charging services.

Carry out smart energy innovation demonstration

(1) Pilot project of intelligent combined cooling, heating and power system.

Build an integrated energy network for power distribution, gas distribution, and heat, strengthen fair access to distributed energy, implement pilot projects for smart combined heat and power supply systems in concentrated cold, heat and electricity load parks such as Nanning Liujing Industrial Park, and carry out distributed energy storage pilot projects based on intelligent electricity management in the cold chain logistics of the Logistics Bonded Park in Wuxiang New District. Utilize big data, 5G, energy storage and other technologies to build a comprehensive energy control system with efficient energy storage and intelligent collaboration, and strengthen intelligent electricity management.

(II) Carry out integrated demonstration of “solar energy, storage and charging” in the park.

We will carry out the construction of integrated technologies for distributed power generation, energy storage and electric vehicle charging, pilot the integrated photovoltaic and energy storage smart carport, and focus on promoting the integrated demonstration of "photovoltaic, energy storage and charging" smart carports in Nanning Convention and Exhibition Center, Beibu Gulf Science and Technology Park, Jiangnan Industrial Park, Funing Economic Park, etc. We will make full use of the roofs of buildings in the park to lay photovoltaic modules, serve the charging piles and daily electricity consumption in the park, promote the construction of the integrated "photovoltaic, energy storage and charging" charging station in Wuxiang E-commerce Industrial Park, and create a one-stop comprehensive energy service station.
