Announcement of the State Administration for Market Regulation and the Ministry of Industry and Information Technology on the implementation of product certification for the cascade utilization of power batteries for new energy vehicles
In accordance with the "Regulations on Certification and Accreditation" and the "Administrative Measures for the Utilization of New Energy Vehicle Power Batteries" (Ministry of Industry and Information Technology Joint Meeting [2021] No. 114), the State Administration for Market Regulation and the Ministry of Industry and Information Technology have decided to carry out voluntary certification of new energy vehicle power battery utilisation products (hereinafter referred to as utilisation product certification) to improve the utilisation market system for power batteries and promote the healthy and orderly development of the utilisation industry for power batteries. The relevant matters are hereby announced as follows:
1. The certification catalogue of step-down products shall be jointly determined and published by the State Administration for Market Regulation and the Ministry of Industry and Information Technology based on the needs of industry development and certification work. The implementation rules for step-down product certification shall be published by the Certification and Accreditation Administration. Step-down product certification shall be based on the officially released national standards, industry standards, group standards, etc., and shall be clearly stated in the implementation rules.
2. The State Administration for Market Regulation and the Ministry of Industry and Information Technology will take the lead in establishing a technical committee for the certification of recycled products to provide policy advice and technical support for the certification of recycled products.
3. The Ministry of Industry and Information Technology and the State Administration for Market Regulation shall establish a database for the adoption and application of certified cascade utilization products and make it public. The Ministry of Industry and Information Technology encourages qualified enterprises that produce certified cascade utilization products to apply for recognition as specialized, refined, special and innovative "little giant" enterprises.
