Representatives and members of the two sessions from all over the country gathered in Beijing to discuss national affairs. Jiang Haoran, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Hengyin Technology, said in a proposal to the CPPCC this year that it is recommended to further improve and upgrade the widely distributed charging piles into a charging network to meet the needs of large-scale electric vehicle charging.
Member Jiang Haoran found in his daily research that at present, traditional charging piles have obvious limitations and can no longer meet the needs of actual development. As traditional public charging facilities, charging piles are electrical equipment that charges electricity into the car or the charging equipment that comes with the car, and are only satisfied with decentralized charging. Due to the peak and valley characteristics of the power grid load, the disorderly charging and peak charging of large-scale electric vehicle charging piles make it difficult for the power grid to bear. In cities such as Beijing, Shanghai, Shenzhen, and Chengdu, many communities are limited by power capacity, safety, and other reasons, and traditional charging piles can no longer be installed.
At the same time, my country's new energy electric vehicles have entered a new stage of large-scale development. After experiencing the initial scattered, disorderly and barbaric development, the original equipment, technology and extensive management model of charging piles can hardly support the needs of large-scale electric vehicle development.
In view of the current development status of charging piles, Commissioner Jiang Haoran mentioned in the proposal: It is recommended that relevant national departments strengthen top-level design, accelerate the upgrading of new energy vehicle charging piles to charging networks, compile top-level design documents for the construction and development of national charging networks, promote the improvement of the charging network technology product system, actively introduce leading charging operation companies, scientifically plan and orderly build multi-scenario urban charging networks such as bus charging networks, public charging networks, community charging networks, park charging networks, and logistics charging networks, effectively support the large-scale development of the electric vehicle charging industry.
In response to a series of objective and realistic problems, such as the inability of urban street communities to meet the growing disorderly charging demand, the lack of maintenance and management of public charging piles, prominent safety hazards, and the difficulty of charging for private electric car owners, Jiang Haoran suggested that relevant national departments and local governments implement a "unified construction and management" operation model for charging networks, strengthen the safety concept of "operators managing safety", increase supervision of professional charging operators, strengthen the main responsibility for charging safety, and achieve safe use of vehicles and safe charging.
As my country's automobile electrification accelerates, the consumption and use areas of new energy vehicles are expanding rapidly. In terms of promoting the construction and service of charging infrastructure to a higher quality, Jiang Haoran suggested that the competent industry departments promote the transformation from "construction and light management" to "construction and management" to ensure that charging facilities are built and practical. At the same time, strengthen the interaction and coordination between charging networks and power grids to realize "one network" in the region or even the whole country, help car owners to charge at off-peak times and drive with full charge, and eliminate mileage anxiety and charging speed anxiety.
At this year's two sessions, member Jiang Haoran also put forward a number of proposals on science and technology, economy, and people's livelihood, including "Proposal on Accelerating the Localization of R&D and Design Industrial Software", "Proposal on Boosting the Confidence of Private Enterprises and Promoting the Development and Growth of the Private Economy", and "Proposal on Standardizing Internet Drug Purchases and Promoting Medical Insurance Payments".
