Recently, the Fujian Provincial Development and Reform Commission issued the "Implementation Opinions on Accelerating the High-Quality Development of the Lithium Battery New Energy and New Materials Industry" (hereinafter referred to as the "Implementation Opinions"), which mentioned that by 2025, the province's lithium battery production capacity will exceed 500GWh, the output value of the entire industry chain will exceed 600 billion yuan, and the province will have built more than 1,000 electric vehicle battery swap stations.

Implementation Opinions of the Fujian Provincial Development and Reform Commission on Accelerating the High-Quality Development of the Lithium-ion New Energy and New Materials Industry
The People's Governments of all cities with districts, the Pingtan Comprehensive Experimental Zone Management Committee, relevant departments and directly affiliated institutions of the Provincial People's Government, Fujian Electronic Information (Group) Co., Ltd., and Fujian Big Data Group Co., Ltd.:
Lithium-ion battery, new energy and new materials are key industries for achieving carbon peak and carbon neutrality goals and building a clean, low-carbon, safe and efficient modern energy system. They are of great significance for promoting green energy transformation, responding to extreme events, ensuring energy security and promoting high-quality energy development. In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and promote the integrated cluster development of strategic emerging industries, the provincial government has studied and agreed to propose the following implementation opinions on accelerating the high-quality development of the lithium-ion battery, new energy and new materials industry:
I. General requirements
1. Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, take the realization of carbon peak and carbon neutrality goals as the guide, focus on promoting the high-quality development of the lithium battery, new energy and new materials industry, focus on the cultivation of leading enterprises and the introduction of major projects, promote high-end chain filling, terminal chain extension, and overall chain strengthening, accelerate the construction of a sound industrial ecological system, accelerate the cultivation of advantageous industrial clusters according to local conditions, and build the lithium battery, new energy and new materials industry into a superior and characteristic industry in our province with "distinctive characteristics, reasonable layout, optimized structure, and outstanding benefits."
2. Basic principles
Innovation-led, independent and controllable. We will prioritize improving independent innovation capabilities and self-sufficiency in materials and equipment, and continuously increase the localization rate of key materials and equipment. We will aim at the forefront of international technological development, accelerate the layout and construction of national and provincial innovation platforms, and achieve a comprehensive improvement in basic innovation capabilities.
Leading by the leading enterprises and guided by the market. We will clarify the dominant position of enterprises in industrial development, give full play to the leading enterprises' ability to integrate the industrial chain and supply chain, optimize the layout of industrial development, attract and drive a number of single champion enterprises to settle in key materials, key equipment and other sub-sectors, and build a lithium battery new energy and new materials industry ecosystem and industrial alliance.
Demonstration application, scenario first. We encourage the pilot demonstration of advanced technology and equipment application in the field of lithium battery new energy and new materials, create a number of lithium battery new energy and new materials application scenarios and new business forms and models with multi-energy complementarity and technology integration, and build our province into a highland for the output of technology, standards, achievements and equipment.
(III) Development goals
Realize the concentrated and large-scale development of lithium battery new energy and new materials industry, take power and energy storage battery manufacturing as the core, and materials and equipment as the support, expand and strengthen the upstream and downstream supporting industries, extend and drive the development of metal minerals, lithium battery recycling and other related industries, and create a number of industrial clusters with their own characteristics. Strive to exceed 500GWh of lithium battery production capacity in the province by 2025, the output value of the entire industry chain will exceed 600 billion, and the province will have built more than 1,000 electric vehicle replacement stations. The common technology research and development and innovation capabilities of lithium battery new energy and new materials remain at the international leading level, and a nationally renowned new energy material industry core area with Ningde as the core has basically been formed. The lithium battery new energy and new materials industry plays a significant role in promoting carbon peak and carbon neutrality in the energy field.
2. Build an independent and controllable industrial innovation system
(IV) Make innovation platforms better and bigger. Support the development and growth of a number of innovation platforms in the field of lithium-ion new energy and new materials, such as the National Engineering Research Center for Electrochemical Energy Storage Technology of CATL, and carry out key technology research on the energy density, safety, cycle life of power batteries and the capacity and life of energy storage batteries; rely on leading enterprises, universities and research institutes to build a number of provincial high-level innovation platforms around precursors and raw materials, lithium-ion battery materials, electrolytes, diaphragms, and recycling of waste batteries, guide technical research and accelerate the transformation of results around new materials, new processes, and new equipment that restrict the development of the industrial chain, and strive to create a national innovation platform. (V) Explore and enhance innovation capabilities. Organize and implement key core technology research and industrialization demonstration applications of lithium-ion new energy and new materials in the form of "unveiling the list", "military order", "horse racing", etc., promote the deep integration of industry, academia and research, encourage leading enterprises to take the lead in forming innovation alliances, accelerate the promotion of key core technology autonomy, break through difficult problems such as "mileage anxiety", "safety anxiety" and "lifespan anxiety", and achieve continuous reduction in product costs and commercial scale application. Give full play to the role of the Fujian Provincial Innovation Institute's industrial technology public service platform, build a public service platform for new energy battery inspection and testing, focus on the field of lithium battery inspection and testing, introduce leading talent teams, promote the transformation of scientific and technological achievements, carry out tracking research on cutting-edge lithium battery technologies, and provide one-stop lithium battery innovation comprehensive services throughout the entire process, including inspection and testing, product certification, R&D testing, promotion and application, standard formulation, consulting and training. 3. Cultivate and improve the lithium battery industry chain
(VII) Accelerate the creation of industrial development clusters. Promote the gathering of innovative resources such as projects, technologies, funds, and talents to professional parks, and focus on supporting Ningde to rely on its existing industrial foundation, give play to its first-mover advantage, build a world-leading lithium battery new energy and new materials industry core area, optimize and strengthen the industrial cluster, and strive to be included in the national strategic emerging industry cluster development project; support Xiamen to focus on lithium battery terminal products, continue to expand the scale of development, and drive the development of upstream and downstream industrial supporting clusters. Ningde and Xiamen should conduct high-starting and high-quality research on industrial development plans, give full play to the leading role of leading enterprises, promote the establishment of a lithium battery new energy and new materials industry development alliance, carry out "business-led investment promotion" and precise investment promotion, and use the advantages of corporate information channels, business channels, and personal resources to focus on introducing high-quality projects supporting the landing of the industrial chain.
