Announcement on Soliciting Public Opinions on the "Beijing New Energy Storage Power Station Operation Supervision and Management Measures (Trial)"

In order to further standardize the supervision and management of the operation of new energy storage power stations in the city, ensure the safe and stable operation of energy storage power stations, and promote the healthy and sustainable development of the energy storage industry, the Municipal Urban Management Committee, together with relevant departments, has studied and formulated the "Beijing New Energy Storage Power Station Operation Supervision and Management Measures (Trial)" in accordance with relevant national and municipal management regulations. We are now soliciting public opinions and welcome comments and suggestions from all walks of life.

The period for soliciting public opinions is from October 25 to October 31, 2022.

Beijing New Energy Storage Power Station Operation Supervision and Management Measures (Trial) (Draft for Comments)

Chapter I General Provisions

Article 1 In order to further standardize the operation and management of new energy storage power stations in this city, ensure the safe and stable operation of energy storage power stations, and promote the healthy and sustainable development of the energy storage industry, in accordance with the "Electricity Law of the People's Republic of China", "Work Safety Law of the People's Republic of China", "Notice of the National Energy Administration on Issuing the "New Energy Storage Project Management Specifications (Interim)" (Guo Neng Fa Ke Ji Gui [2021] No. 47), "Notice of the General Office of the National Energy Administration on Strengthening the Safety Management of Electrochemical Energy Storage Power Stations" (Guo Neng Zong Tong An Quan [2022] No. 37), "Notice of the General Office of the Beijing Municipal People's Government on Issuing the "Division of Responsibilities for Supervision and Management of New Energy Storage Power Stations in Beijing (Interim)" (Jing Zheng Ban Zi [2022] No. 6) and other relevant laws, regulations and normative documents, combined with the actual situation of this city, this Measures are formulated.

Article 2 These Measures apply to the operation and supervision and management of new energy storage power stations (excluding pumped storage) with a rated power of not less than 100 kilowatts or an energy of not less than 100 kilowatt-hours that are constructed (including new construction, reconstruction and expansion) within the administrative area of ​​this city.

Article 3: New energy storage power stations are divided into large, medium and small according to power and energy. The classification standards are implemented in accordance with the requirements of the "Specifications for the Construction and Operation of Power Energy Storage Systems" (DB11/T1893-2021). If the classification standards are lower than those of small energy storage power stations, they shall be implemented in accordance with the requirements of small energy storage power stations.

Article 4 The Municipal Urban Management Committee is responsible for the overall supervision and management of the daily operation of new energy storage power stations within the city's administrative area; each district urban management committee is responsible for the supervision and management of the daily operation of new energy storage power stations in its region.

The dispatched agencies of the National Energy Administration, relevant industry management departments, local governments, and relevant departments such as emergency, fire protection, and housing and construction carry out daily operation supervision and management of new energy storage power stations, emergency response, accident investigation and other related work in accordance with the division of responsibilities and relevant laws and regulations.

Article 5 The construction unit shall establish and improve the safety production and fire safety responsibility system in accordance with the relevant laws, regulations and standards of the state and Beijing, build a dual prevention mechanism for safety risk classification management and hidden danger investigation and control, strengthen the safety management and risk assessment of the operation of new energy storage power stations, strengthen emergency management and accident handling, and ensure the safe operation of energy storage power stations.

According to work needs, the construction unit entrusts a third-party unit to be responsible for the daily operation and maintenance of the new energy storage power station. It should sign a commissioned operation and maintenance contract and a safety agreement with the third-party unit to clarify the rights and obligations of both parties and assume the corresponding safety production responsibilities; the third-party unit should have similar project operation and maintenance management experience, and the qualifications of the technical personnel configured should meet the operation and maintenance requirements of the energy storage power station.

Chapter 2 Operation Management

Article 6 The construction unit shall strictly abide by the relevant laws and regulations on production safety, implement the main responsibility for production safety, and establish and improve various production safety management systems and operating procedures. The main person in charge of the construction unit is the first person responsible for the production safety of the new energy storage power station and is fully responsible for the daily operation, maintenance and management of the energy storage power station.

Article 7 Construction (operation and maintenance) units should combine relevant production safety management systems to strengthen the daily operation management, maintenance, hidden danger elimination, emergency response and other work of new energy storage power station equipment and facilities, and keep relevant records; do a good job in monitoring the operation status of the energy storage power station, monitor the operating conditions of the energy storage system in real time, and organize timely elimination of defects and rectification when abnormal operating data appears.

Article 8 Construction (operation and maintenance) units should strengthen the daily management of spare parts for new energy storage power stations, perform regular maintenance and updates, and ensure that they are in good condition.

Article 9 Large and medium-sized energy storage power stations should have on-site duty personnel. In extreme weather, energy storage power stations should set up on-site duty personnel and ensure that personnel are on duty. Energy storage power stations with fire control rooms shall implement a 24-hour duty system, with no less than 2 people on each shift.

Article 10 Construction (operation and maintenance) units shall strictly implement the main responsibility for fire safety, establish and improve the fire safety management system, clarify the fire safety responsible person and fire safety manager, and perform fire safety management duties. Fire protection facilities shall be inspected at least once a quarter and fully tested at least once a year to ensure that the fire protection facilities are in normal working condition. The inspection and testing records shall be complete and accurate and archived for future reference.

Article 11 Large and medium-sized energy storage power stations should establish status operation and early warning prediction platforms, and should be equipped with active safety systems, and set up in the same place as the fire control room. Small energy storage power stations should implement status operation monitoring and monitor the system operating conditions in real time.

Energy storage power stations should be equipped with remote monitoring platforms (small energy storage power stations can rely on third-party platforms to achieve remote monitoring functions) and on-site monitoring systems to monitor, measure and control energy storage power stations, with telemetry, telesignaling, teleadjustment, remote control and other functions. The monitoring data storage time should be no less than 1 year. Energy storage power stations should be equipped with video monitoring systems, and video image information should be recorded in real time, and the storage time should be no less than 90 days.

The energy storage power station should be connected to the headquarters-level unit monitoring platform, and rely on the headquarters-level unit monitoring platform to upload relevant data to the municipal energy storage power station safety management platform.

Article 12 Construction (operation and maintenance) units shall standardize the decommissioning management of energy storage power stations in accordance with the design life, safe operation status and relevant laws and regulations of new energy storage power station systems. When an energy storage power station reaches its design life or its safe operation status does not meet the relevant technical requirements, timely evaluation and rectification shall be organized. If the energy storage power station still cannot meet the relevant safety requirements after rectification, timely decommissioning measures shall be taken and reported to the urban management, development and reform and relevant industry management departments.
