Chongqing New Energy Vehicle Battery Replacement Mode Application Pilot Work Plan
In order to implement the national "New Energy Vehicle Industry Development Plan (2021-2035)", in accordance with the requirements of the General Office of the Ministry of Industry and Information Technology's "Notice on Launching the Pilot Application of New Energy Vehicle Battery Replacement Mode" (Ministry of Industry and Information Technology Notice [2021] No. 248), combined with the actual development of our city's automobile industry, this work plan has been specially formulated.
I. General requirements
1. Guiding ideology
Based on the new development stage, we will fully, accurately and comprehensively implement the new development concept, build a new development pattern, take intelligent networking and new energy as the main attack direction, focus on the construction of battery swapping infrastructure and large-scale demonstration operation of battery swapping models, promote the deep integration of the automobile industry and the energy industry, continuously optimize and improve the application scenarios and usage environment, create a good development ecology of the battery swapping model, build a charging service network that organically combines charging and battery swapping, and strive to accelerate the development of our city's new energy vehicle industry.
(2) Basic principles
——Guide multi-party co-construction. Adhere to the principle of "government guidance, enterprise-led, market-led, enterprise-based, and regional coordination", encourage new energy vehicle manufacturers to actively develop battery-swap models for multi-purpose application environments, support battery-swap operating companies to provide safe and reliable battery-swap services, and build a battery-swap application demonstration base that is coordinated and linked between central urban areas and districts and counties and shared by multiple models.
——Promote demonstration applications. Give full play to the advantages of the new energy vehicle battery replacement model in terms of vehicle purchase cost, mileage anxiety, safety level, etc., focus on demonstration operations in areas such as public transportation, take the lead in trialing in areas such as cruising taxis, online taxi reservations, and heavy trucks, and gradually promote it to private and public transportation areas, forming a battery replacement operation system covering multiple fields and scenarios.
——Adhere to innovation-driven development. Comprehensively use market-oriented mechanisms and policy measures to encourage automobile industry enterprises, research institutions, etc. to actively carry out technological innovation in battery swapping models, promote the iterative upgrading of battery swapping technologies, unify and standardize relevant battery swapping industry standards, explore innovation in battery swapping business models, cultivate and expand battery swapping operating companies, and continuously strengthen the support capabilities for the city's automobile industry.
(3) Work objectives
By 2023, more than 200 battery swap stations will be built, and more than 10,000 new energy vehicles will be promoted using battery swap. We will strive to build our city into a battery swap demonstration city with a clear business model, leading promotion volume, rich application scenarios, and strong safety guarantees, and form models and experiences that can be replicated and promoted nationwide.
II. Key Tasks
(I) Scientific and reasonable planning and layout. Priority will be given to pilot projects in Liangjiang New Area, Jiangbei District, Nan'an District, Chongqing High-tech Zone of Western Science City, Qijiang District, Yongchuan District, Wanzhou District, Qianjiang District, Changshou District and other areas to accelerate the promotion of full coverage of the central urban area. Districts and counties with market demand are encouraged to carry out pilot projects to form a battery replacement network system that links the central urban area and districts and counties, and gradually achieve city-wide coverage. Each district and county should make reasonable planning and layout in light of the promotion of electric vehicles and market demand in the region, and make full use of existing charging stations, parking lots, P+R parking lots, gas stations and other existing site resources to accelerate the construction of battery replacement stations on the premise of meeting relevant safety control requirements, and comprehensively promote the formation of a battery replacement network layout that covers all traffic hotspots such as bus stations, railway stations, airports, docks, and highways in the city. (II) Accelerate infrastructure construction. Create a battery swap network system with Chongqing characteristics and promote the integration of the battery swap network in the Chengdu-Chongqing area. Support battery swap operators to cooperate with gas station operators to build comprehensive energy stations, improve energy replenishment efficiency, open up the "Chengdu-Chongqing Electricity Corridor", ensure consumers' inter-provincial travel energy replenishment needs, and empower the Chengdu-Chongqing Twin Cities Economic Circle. Strengthen factor guarantee, promote the construction and transformation of supporting power grids, increase the construction of supporting projects for the access of battery swap facilities to the power grid in key areas such as highway service areas, provide convenient conditions for power access, and establish a fast and simple application process and a system for acceptance of incomplete applications. (III) Strengthen the research and development of key technologies. In combination with the resource advantages of vehicle manufacturers, we will proceed in stages and steps, focusing on scientific research in the fields of battery swap model development and battery swap station sharing services, steadily promote the standardization and sharing of battery swapping, and provide technical support and guarantee for battery swapping operations. (IV) Explore and formulate battery swapping standards. Accelerate the construction of battery swapping station standards in Chongqing, encourage and support national-level testing institutions, vehicle manufacturers, and battery swapping equipment R&D, production, and operation companies to actively participate in the formulation of relevant standards for the battery swapping industry in our city, take the lead in the standardization of the battery swapping industry, and study and formulate local standards for battery swapping safety, information technology, etc. (Responsible units: Municipal Economic and Information Commission, Municipal Market Supervision Bureau, district and county people's governments)
(V) Strictly implement battery supervision. Implement power battery traceability supervision through Chongqing's new energy vehicle and charging facility monitoring platform. Through data supervision of the entire life cycle of power batteries, while monitoring the performance of recycling and utilization responsibilities by the entities in each link, provide data support for cascade utilization, realize information sharing of new energy vehicle power battery products, traceable sources, traceable destinations, and controllable nodes, while ensuring the maximization of economic benefits. (VI) Actively explore business models. Encourage the exploration of innovative business and financial models such as "vehicle-battery separation" to reduce the cost of purchasing new energy vehicles, and focus on promoting continuous exploration and innovative applications in battery asset management platforms, vehicle-battery separation insurance models, vehicle battery repurchase, battery cascade utilization, V2G, and integrated charging, swapping, and storage to achieve sustainable development of the battery swap model.
