China Energy Storage Network News: Recently, the Yunnan Provincial Energy Bureau issued the "Yunnan Province 2022 Orderly Power Consumption Plan" (hereinafter referred to as the "Plan") to effectively respond to the possible power load gap in power supply and demand in 2022, effectively guarantee the people's livelihood, and the power consumption of important users and key enterprises, and fully guarantee the safe and stable operation of the power grid and the orderly supply of electricity. The plan proposes to strengthen the management of orderly power consumption, and the Yunnan Provincial Energy Bureau is responsible for leading the organization of orderly power consumption in the province. Yunnan Power Grid Co., Ltd. should strengthen load analysis, scientifically predict the power supply and demand situation, and start orderly power consumption. The Provincial Energy Bureau must report to the Provincial Energy Bureau 7 working days in advance, and the Provincial Energy Bureau will take the lead in research, and report to the provincial government and the National Development and Reform Commission for approval before starting orderly power consumption.
Establish a long-term mechanism for orderly power consumption. During the implementation of orderly power consumption, provinces, prefectures and cities will establish a linkage mechanism between government departments and power supply departments, set up a special working group, and implement the "four common" (jointly issue indicators, jointly notify users, jointly supervise on-site, and jointly report on implementation) daily work mechanism.
Establish a "monthly report, weekly start, daily adjustment" system. During the implementation of orderly power consumption, Yunnan Power Grid Co., Ltd. proposes the supply and demand gap on a monthly basis and reports it to the Provincial Energy Bureau to determine the scale of orderly power consumption. Within this scale, Yunnan Power Grid Co., Ltd. is responsible for dynamic balance; if it exceeds the scale, Yunnan Power Grid Co., Ltd. should report to the Provincial Energy Bureau in a timely manner.
Yunnan Province's Orderly Electricity Consumption Plan for 2022
I. Overall requirements for orderly electricity use
1. Principle of orderly electricity use
Strictly follow the national requirements, adhere to the principle of "protecting people's livelihood, protecting key areas, ensuring safety, and ensuring growth", combine the policy requirements of industrial structure adjustment, energy conservation and emission reduction, coordinate and balance, and ensure limited security to ensure the electricity supply of people's livelihood, important users, and key enterprises, and ensure the safe and stable operation of the power grid and the orderly supply of electricity.
(II) Scope of orderly electricity use
The scope of orderly electricity consumption shall be implemented in accordance with the "2022 Classification List for Orderly Electricity Consumption Management of High-Energy-Consuming Enterprises".
(III) Orderly electricity consumption sequence
Strictly follow the order of "taking safety as the primary premise, first staggering the peak hours, then avoiding the peak hours, then limiting the power supply, and finally shutting down the power supply" to reasonably arrange orderly power consumption, ensure safe and orderly power consumption, and ensure that power restrictions do not result in power outages, and that power restrictions do not limit civilian use. Specifically, control power consumption by limiting production or stopping production in the following order:
1. To ensure power supply and grid safety, it is necessary to limit or stop production of power load;
2. Electricity consumption by eliminated and restricted enterprises that do not comply with national industrial policies;
3. States (cities) arrange electricity consumption based on the added value per kilowatt-hour of industries (enterprises).
II. Allocation of indicators for orderly electricity consumption plan
The scale of orderly electricity consumption in Yunnan Province is determined according to four levels: Level I (particularly serious), Level II (serious), Level III (relatively serious), and Level IV (general), which are 6 million kilowatts, 4.5 million kilowatts, 3 million kilowatts, and 1.5 million kilowatts, respectively.
(1) The orderly electricity consumption indicators of provinces (cities) will be allocated in a coordinated manner according to the large industrial electricity load in 2021, taking into account factors such as industrial structure adjustment, energy conservation and emission reduction, electricity and coal security, and epidemic prevention and control.
(II) According to the electricity supply and demand situation, strengthen the electricity management of industries (enterprises) such as electrolytic aluminum with highly concentrated loads, determine the monthly and annual available electricity, optimize the electricity arrangement on a rolling basis, and give priority to guaranteeing the electricity use of enterprises with good development momentum in processing with obvious results in extending, supplementing and strengthening the supply chain. When starting orderly electricity use, first reduce the electricity load of projects with low technical level, low energy efficiency level, high emission level, short industrial chain and irregular procedures. The orderly electricity use indicators of relevant industries are allocated in a coordinated manner across the province, and the corresponding amount is deducted from the indicators of the prefectures and cities where they are located.
(3) When the scale of orderly electricity consumption is Level IV (general), Diqing, Nujiang, Lincang, Pu'er and Banna will not issue orderly electricity consumption indicators; when the scale of orderly electricity consumption is Level III (relatively serious), Lincang, Pu'er and Banna will not issue orderly electricity consumption indicators; when the scale of orderly electricity consumption is Level II (serious), Pu'er and Banna will not issue orderly electricity consumption indicators.
(IV) When the scale of orderly electricity consumption is exactly equal to a certain level of orderly electricity consumption index, that level shall be followed.
(V) When the scale of orderly electricity consumption is between two adjacent levels, the lower level indicator shall be implemented first, and the shortfall shall be allocated in proportion to the higher level indicator.
(VI) After the orderly electricity users reach the maximum power load that can be limited or stopped, they will no longer participate in the subsequent levels and rounds of apportionment.
(VII) The orderly power consumption indicators of Kunming, Qujing, Honghe and Zhaotong are linked to the signing and fulfillment of medium- and long-term coal contracts and the task of ensuring power coal. The corresponding prefectures and cities that have fully or overfulfilled the signing and fulfillment of medium- and long-term coal contracts and the task of ensuring power coal will have their orderly power consumption indicators reduced accordingly.
3. Strengthen orderly electricity management
1. The Provincial Energy Bureau is responsible for leading and organizing the orderly use of electricity in the province. Yunnan Power Grid Co., Ltd. should strengthen load analysis and scientifically predict the power supply and demand situation. The orderly use of electricity must be reported to the Provincial Energy Bureau seven working days in advance. (IV) The provincial (municipal) power operation authorities and power supply units shall formulate provincial (municipal) orderly power consumption plans based on the orderly power consumption indicators issued, requiring the "four determinations", namely: determination of enterprises, equipment, load, and time, and clarifying the maximum load limit for specific enterprises. The provincial (municipal) orderly power consumption plans and the list of orderly power consumption enterprises shall be submitted to the Provincial Energy Bureau for filing before March 31, 2022.
(V) Kunming, Qujing, Honghe Prefecture and Zhaotong should increase the coordination and supervision of the signing and performance of medium- and long-term coal contracts for power generation, and the production and supply of coal for power generation. They should do everything possible to increase the supply of coal for power generation, coordinate and urge all coal supply enterprises to fulfill their coal supply contracts, guide the coordinated thermal power plants in the region to continuously improve their self-purchasing capacity for coal for power generation, strive to increase coal inventories for power generation, and ensure that the coal storage task is completed.
