During the trial operation, the power grid operated safely and the market operated smoothly, verifying the applicability of the rule system, technical support system, and operation management model, and played an important role in ensuring power supply, promoting the consumption of new energy, improving power grid efficiency, and promoting management optimization.
This is what the reporter learned from the State Grid Shanxi Electric Power Company a few days ago. The Shanxi Power Grid is a transmission-type power grid that transmits electricity from west to east, north to south, uses water and fire, and is a hybrid of ultra-high voltage AC and DC, with a large proportion of renewable energy. It has a variety of power sources, more than 500 power generation companies, and nearly 200 user-side market entities.
In terms of market entities, Shanxi's electricity spot market covers all provincial thermal power, wind power, photovoltaic enterprises and power sales companies; in terms of trading methods, it takes into account safety, greenness and economy, and achieves full electricity optimization of "within the province + external transmission" and priority clearance of new energy; in terms of the market system, the spot market is closely coupled with the medium- and long-term market and ancillary service market in a trinity, promoting the optimal allocation of power resources and safe supply.
Through real-time changes in market supply and demand, the spot market can discover the value of electricity at different times to achieve the reform goal of "spot trading to discover prices and stable returns in the medium and long term". Thermal power companies form output plans through independent quotations; new energy companies find consumption space by improving forecast accuracy and increase electricity revenue; power sales companies promote the transformation of power load to flexible and controllable load; power users adjust their own power consumption behavior and turn power consumption to an "adaptive" mode.
During the trial operation, the spot market responded sensitively to supply and demand, with the highest time-of-use price reaching 1.5 yuan/kWh, which can effectively stimulate peak power generation of thermal power and gas-fired units, guide power users to shift peak loads and fill valleys, and improve the ability to ensure power supply. During the period of tight power supply in 2021, the Shanxi power grid increased its daily power generation capacity by about 2 million kilowatts and reduced peak load by about 900,000 kilowatts at most.
The spot market effectively promotes the consumption of new energy. By giving priority to the allocation of new energy power generation space, integrating the spot market with peak load auxiliary services, and guiding thermal power units to give up power generation space, the maximum new energy consumption space of Shanxi power grid has increased by 5 million kilowatts, and the new energy power generation has increased by 3.1 billion kilowatt-hours.
The spot market can also effectively improve the operating efficiency of the power grid. Through the spot node electricity price mechanism, it can accurately and timely discover the location of power grid congestion and quantify the spatiotemporal value of the power grid, facilitate targeted optimization of the power grid operation mode, and accurately guide the planning and development of the power grid.
