China Energy Storage Network News: Xinhua News Agency, Beijing, April 2 (Reporters Li Lijing, Li Yujia, Yuan Bo) Building a new power system is an important step in China's green and low-carbon energy transformation and an important measure to achieve the "dual carbon" goal. In February 2022, the National Development and Reform Commission and the National Energy Administration jointly issued the "Opinions on Improving the System, Mechanism and Policy Measures for the Green and Low-Carbon Transformation of Energy", which pointed out the specific direction for how to build a new power system. Different regions have different resource endowments and different electricity demands. How can the new power system be pragmatically promoted according to local conditions?


Anyang City, located in the northernmost part of Henan Province, has a small amount of thermal power installed capacity and a large power load, making it a typical receiving-end power grid. As of the end of 2021, the installed capacity of wind, solar and other new energy sources in the jurisdiction of State Grid Anyang Power Supply Company reached 4.0968 million kilowatts, accounting for 56.74% of the total installed capacity. In 2021, the Anyang power grid had five green power supply periods (i.e., periods when the output of wind and solar new energy exceeded the total power load of the entire region at that time). In response to a series of problems brought about by the large-scale development of new energy, State Grid Henan Electric Power Company fully considered the local power supply and demand balance as early as the planning and design of new energy projects and the project site selection stage, and achieved local consumption to the greatest extent.

Dalian City, Liaoning Province, is rich in clean energy resources such as nuclear power and offshore wind power, and is a typical sending-end power grid. By the end of 2021, the local clean energy installed capacity accounted for 60%. With the support of State Grid Liaoning Electric Power Company, State Grid Dalian Power Supply Company has stepped up the construction of transmission lines and connected the all-vanadium liquid flow energy storage peak-shaving power station to the Dalian urban power grid to enhance the peak-shaving capacity of the power grid and ensure that clean energy can be "exported" and "consumed".

State Grid Chengdu Power Supply Company is guided by the promotion of low-carbon energy supply, electrification of energy consumption, and efficient energy utilization. It is guided by the construction of a municipal comprehensive demonstration zone for new power systems, and the source, grid, load and storage work together to serve the clean and low-carbon transformation of energy. On the power supply side, it will accelerate the development and construction of power sources such as Dayi pumped storage, Huaneng Pengzhou gas turbine, and Jintang County photovoltaic power generation, increase the installed capacity of clean power by more than 3 million kilowatts, and enhance the city's clean, low-carbon and safe supply capacity; on the power grid side, relying on the 1000 kV UHV and 500 kV "three-dimensional double ring" grid, it will start the construction of 110 key projects of the "Rongyao Project" to enhance the carrying and consumption capacity of clean energy; on the load side, it will accelerate the promotion of the level of electric energy substitution in the fields of transportation, industry, and construction, and the amount of clean electricity substitution will exceed 3.5 billion kWh in 2021; on the energy storage side, the government and enterprises will jointly promote the planning of open capacity demand and the construction of typical scenarios for new energy storage, orderly guide the demonstration application of energy storage pilot projects, respond to user needs in a timely manner, and improve the weak links of user-side supply guarantee.

With the rapid development of distributed power sources and the continuous growth of emerging loads such as electric vehicles, the active distribution network is an inevitable trend, and the level of intelligence needs to be further improved.

State Grid Jiyuan Power Supply Company has comprehensively considered the development status of local sources, loads and storage, installed intelligent integrated terminal equipment in the distribution station area, and achieved visualization, controllability and early warning of all links of the distribution network through measures such as the construction of a "distribution network cockpit" and a "distribution network call center".

The Lu'an Shagang 110 kV substation built by State Grid Anhui Electric Power Co., Ltd. has recently been successfully put into operation. As the first 110 kV remote inspection full-cabin substation in Anhui, the station has built an "Internet of Things edge management platform" to break the information island situation of the existing business system, realize the visualization of the whole station and the intelligent application of operation and inspection business, and promote the transformation of the operation and inspection mode from "on-site manual operation and inspection experience type" to "backstage intelligent judgment expert type".

In order to adapt to the large-scale access of a high proportion of new energy, many places will further promote the coordinated development of sources, grids, loads and storage to ensure the safe and stable operation of the power system.

State Grid Kaifeng Power Supply Company is accelerating investment in new energy supporting power grids, exploring integrated demonstration operations of sources, grids, loads and storage to meet the grid connection and consumption needs of local wind power and photovoltaic power generation.

During the 14th Five-Year Plan period, the Dalian Municipal Government will work with State Grid Liaoning Electric Power Company to upgrade and build a new power system with high smoothness, high reliability and high self-healing ability.

State Grid Chengdu Power Supply Company will anchor the development goal of non-fossil energy consumption in Chengdu accounting for more than 50%, make efforts in multiple directions of source, grid, load and storage, plan and build a diversified and highly flexible power grid, and enhance the access and absorption capacity of clean energy. At the same time, taking into account practicality, economy and adaptability, the government and enterprises will jointly promote the large-scale pilot application of new energy storage, and realize the "double improvement" of the emergency guarantee capability of the local core power grid and the efficiency and benefit of energy allocation.
