China Energy Storage Network: Reporter Han Yifei reported: Recently, the "Beijing Major Infrastructure Development Plan for the 14th Five-Year Plan Period" (hereinafter referred to as the "Plan") was officially issued. The "Plan" clearly proposes to build a strong and reliable urban power grid.

According to the Plan, Beijing will coordinate the layout of local and surrounding power supply facilities, continuously improve external power supply channels, optimize the urban power grid structure, strengthen the construction of local power supply emergency reserves and peak-shaving power supplies, and build a highly reliable and intelligent urban distribution network; promote the construction of Shengli (Xilingmeng)-Zhangbei UHV channel, form a UHV ring network around Beijing, and accelerate the construction of 500 kV transmission channels such as Beijing East-Tongzhou North and Beijing West-Xinhangcheng, and further enhance the external power supply capacity of Beijing power grid. At the same time, it is planned to build 5 500 kV transmission and transformation projects such as Yizhuang and CBD, and build 29 new 220 kV substations to speed up the filling of the shortcomings of the distribution network structure in weak areas such as key urban load areas and old residential areas. By 2025, the transmission capacity of external power transmission channels will increase to about 43 million kilowatts, and the reliability rate of power supply in the city will reach 99.996%.

In addition, the "Plan" also clearly states that it is necessary to strengthen the integrated development of Beijing-Tianjin-Hebei energy, adhere to complementary advantages, mutual benefit and win-win, strengthen the construction of regional energy facilities, accelerate the coordinated development of mechanism standards and factor markets, promote the low-carbon transformation of regional energy structure, and improve the level of regional energy green development. Jointly build and share regional energy facilities. Implement the Beijing-Tianjin-Hebei Energy Coordinated Development Action Plan, optimize and improve the layout of regional energy facilities, build cross-regional key energy projects, and build an interconnected energy facility system.

The Plan proposes that Beijing will continue to promote the construction of regional power supply support capabilities, comprehensively integrate existing stock resources, and form an emergency standby and peak-shaving power supply capacity of 36 million kilowatts. Construct a "four horizontal and three vertical" UHV grid in North China, form a UHV double-ring network around Beijing, and continuously improve the external power supply guarantee pattern in the Beijing-Tianjin-Hebei region. Deepen the mutually beneficial cooperation in the development and utilization of regional renewable energy, make good use of the wind and solar power generation resources in northern Hebei, and improve the power transmission level of Zhangbei flexible DC transmission line. By 2025, the external green power will strive to reach 30 billion kilowatt-hours.

The previously released "Beijing's 14th Five-Year Plan for National Economic and Social Development and Outline of the Long-Term Goals for the 2035 Year" has proposed that Beijing should promote the construction of smart microgrids, modern energy Internet, and flexible DC power grids, establish a local power system that integrates the generation, transmission (distribution), storage, and use of a high proportion of fluctuating renewable energy power, explore new commercial operation models and new formats for power energy services, and build a strong smart city power grid. Optimize and improve the Beijing-surrounding UHV ring network and transmission channels, and enhance the "multi-directional, multi-source, and diversified" power receiving capacity of the Beijing power grid. Use advanced energy storage systems to build a multi-path "black start" power supply, carry out emergency storage and peak-shaving system reconstruction in key load areas and important users, and build a three-party coordinated comprehensive emergency guarantee system for power sources, power grids, and users.

It is reported that in accordance with the principle of moderate advancement, relevant enterprises have started from the special status of the capital and combined with the differentiated needs of different regions to form a complete set of technical standards covering grid structure, equipment selection, design and construction, operation and maintenance, etc., providing standard support for the transformation and upgrading of the distribution network.

At present, the Tongzhou North 500 kV substation, a key supporting power grid project for Beijing's sub-urban center, has entered a stable construction stage. It aims to improve the 500 kV ring network structure in the Beijing area, take over the power transmitted from the Beijing East UHV station, provide important power support for Beijing's sub-urban center, meet the load development needs in Beijing, and enhance the grid's clean energy acceptance capacity.
