China Energy Storage Network: According to the Ministry of Industry and Information Technology on November 30, the Ministry of Industry and Information Technology recently officially issued the "14th Five-Year Plan for the Deep Integration of Informatization and Industrialization" (hereinafter referred to as the "Plan"), which comprehensively deploys the key work of the deep integration of informatization and industrialization during the "14th Five-Year Plan" period, accelerates the digital transformation of the manufacturing industry, and continues to do a good job in the deep integration of informatization and industrialization.
The "Plan" adopts a combination of quantitative and qualitative goals, and puts forward the overall goal of the integrated development of industrialization and informationization by 2025 and five sub-goals.
In terms of the overall goal, by 2025, informatization and industrialization will achieve integrated development on a wider range, deeper level and higher level, and the new generation of information technology will accelerate its penetration into all fields of manufacturing, with a significantly expanded scope, continuously deepened degree and greatly improved quality, and the pace of digital transformation of manufacturing will be significantly accelerated. The "National Integration of Industrialization and Informationization Development Index" was selected as a quantitative indicator that can comprehensively reflect the actual results of the deep integration of industrialization and informationization, and it is proposed that by 2025, the National Integration of Industrialization and Informationization Development Index will reach 105, an increase of about 20 compared with 2020.
In terms of sub-project goals, the development goals for 2025 have been clarified around the five development priorities of cultivating new models and new formats, accelerating the digital transformation of industries, consolidating the foundation of integrated development, stimulating the vitality of corporate entities, and building an integrated ecological system. Quantitative goals are proposed around the key links of integrated development, including an 80% penetration rate of digital business management, an 85% penetration rate of digital R&D and design tools, a 68% CNC rate for key processes, and a 45% penetration rate for industrial Internet platforms. It is worth emphasizing that the industrial Internet platform is a new type of infrastructure that supports the aggregation and allocation of resources for all factors, the entire industrial chain, and the entire value chain of the manufacturing industry. The application and popularization of the platform is the focus, difficulty, and key point of the current deep integration of my country's two industries, and it is also the key point of the strategic layout of major countries in the world. The monitoring and statistics of the penetration rate of the industrial Internet platform can intuitively reflect the progress of the transformation of the manufacturing production mode and enterprise form, and examine the level of digitalization, networking, and intelligent development of the manufacturing industry.
The "Plan" closely follows the requirements for high-quality development of the manufacturing industry during the "14th Five-Year Plan" period, takes supply-side structural reform as the main line, intelligent manufacturing as the main direction, and digital transformation as the main tool to promote the innovative development of the industrial Internet. It has set up 5 main tasks, 5 key projects and 5 guarantee measures around key areas of integrated development.
5 main tasks: The Plan proposes five main tasks of "76441", namely, cultivating "seven models" of integrated development, exploring the integration path of "six major industries and fields", consolidating "four major foundations", stimulating the vitality of "four types of enterprises", and cultivating "a cross-border integrated ecology". Among them, "7644" is expanded from the four main tasks of "6543" in the "Guiding Opinions on Deepening the Integration and Development of New Generation Information Technology and Manufacturing Industry" reviewed and approved in June 2020, with the aim of better implementing the "Guiding Opinions". Specifically: First, cultivate new products, new models and new formats. Develop seven new products, new models and new formats, including new smart products, digital management, platform design, intelligent manufacturing, networked collaboration, personalized customization, and service extension. Second, promote digital transformation in the industry. Accelerate the digital transformation and upgrading of six industries and fields, including raw materials, equipment manufacturing, consumer goods, electronic information, green manufacturing, and safe production. Third, lay a solid foundation for integrated development. It includes four major foundations, including building a new information infrastructure, improving the support capabilities of key core technologies, promoting the innovative development of industrial big data, and improving the standard system for the deep integration of the two. Fourth, stimulate new vitality of enterprise entities. This includes cultivating ecological aggregation platform enterprises, creating demonstration and leading backbone enterprises, strengthening "specialized, refined, special and new" small and medium-sized enterprises, and developing professional system solution providers. Fifth, cultivate a new cross-border integration ecology. Create a new ecology of integrated development through measures such as promoting the upgrading of industrial chain and supply chain, promoting the digital transformation of industrial clusters, deepening the cooperation between industry, academia, research and application, and improving the level of "double innovation" in manufacturing.
5 major projects: Five major projects have been set up around the above main tasks. The first is the digital transformation action of the manufacturing industry, including the formulation of an action plan for the digital transformation of the manufacturing industry, the formulation of a digital transformation roadmap for key industries, and the construction of a digital transformation capability system for manufacturing enterprises. The second is the leading action of the integration of industrialization and information technology, including the formulation and evaluation of the integration of industrialization and information technology standards, the creation of an upgraded version of the integration of industrialization and information technology management system, and the improvement of the market-oriented service system for the application and promotion of standards. The third is the industrial Internet platform promotion project, including the improvement of the industrial Internet platform system, the acceleration of the integration and application of the industrial Internet platform, and the organization of platform monitoring and analysis. The fourth is the system solution capability improvement action, including the creation of a system solution resource pool, the cultivation and promotion of industrial equipment cloud solutions, and the improvement of the solution application promotion ecology. The fifth is the digital upgrade action of the industrial chain and supply chain, including the formulation and promotion of supply chain digital management standards, the improvement of the digital level of the industrial chain and supply chain in key areas, and the acceleration of the development of industrial e-commerce.
5 aspects of safeguard measures: Focusing on the pertinence, effectiveness and operability of safeguard measures, 5 aspects of measures are proposed. First, improve the organizational implementation mechanism, strengthen inter-ministerial, inter-provincial, central and local collaborative cooperation, give play to the bridge role of multiple subjects such as scientific research institutes, industry organizations, and industrial alliances, and ensure the effective implementation of the plan. Second, increase fiscal and taxation funding support, make full use of major special funds and other mechanisms, explore the establishment of a diversified social investment mechanism, implement tax incentives, and strengthen financial support. Third, accelerate the training of talent teams, accelerate the establishment of a multi-level, systematic, and high-level talent team, create a talent training model that integrates industry, academia, and research, encourage enterprises to innovate incentive mechanisms, and fully stimulate the innovation potential of human capital. Fourth, optimize the integrated development environment, establish an efficient linkage mechanism between departments, relax market access restrictions for new products, new models, and new formats, strengthen intellectual property protection, and create a good integrated development environment. Fifth, strengthen international exchanges and cooperation, strengthen international standardization work, expand the opening up of the manufacturing industry, implement the "Belt and Road" initiative, and strengthen the international promotion of the "China Solution" for integrated development.
