On August 31, the National Energy Administration publicly solicited opinions on the "Regulations on the Management of Grid-connected Operation of Grid-connected Entities (Draft for Comments)" and the "Regulations on the Management of Auxiliary Services of the Power System (Draft for Comments)". The document stated that this regulation applies to thermal power, hydropower, nuclear power, wind power, photovoltaic power generation, pumped storage, new energy storage and other grid-connected entities directly dispatched by power dispatching agencies at the provincial level and above. The entities providing power auxiliary services include thermal power, hydropower, nuclear power, wind power, photovoltaic power generation, pumped storage, new energy storage, etc., as well as user-adjustable loads that can respond to dispatching instructions (including adjustable loads aggregated through aggregators, virtual power plants, etc.) and other grid-connected entities. The document will be implemented from the date of publication and will be valid for 5 years.

In order to thoroughly implement the national decision-making and deployment on carbon peak and carbon neutrality, promote the construction of a new power system with new energy as the main body, ensure the safe, high-quality and economical operation of the power system, and standardize the grid-connected operation management and auxiliary service management of the power system, the National Energy Administration organized the revision of the "Regulations on the Management of Grid-Connected Operation of Power Plants" (Electricity Supervision Market [2006] No. 42) and the "Interim Measures for the Management of Auxiliary Services of Grid-Connected Power Plants" (Electricity Supervision Market [2006] No. 43), and formed the "Regulations on the Management of Grid-Connected Operation of Grid-Connected Entities (Draft for Comments)" and "Measures for the Management of Auxiliary Services of the Power System (Draft for Comments)", which are now open to public for comments.
