Three-Year Action Plan for Electric Vehicle Charging Infrastructure Construction in Guizhou Province (2021-2023)
In order to accelerate the construction of electric vehicle charging infrastructure, further promote the popularization and application of new energy vehicles, and vigorously promote the high-quality development of the new energy vehicle industry, this action plan is formulated in light of the actual work situation.
I. General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will adhere to the new energy security strategy of "four revolutions and one cooperation", base ourselves on the new development stage, implement the new development concept, and integrate into the new development pattern. Focusing on the overall idea of "one, two, three, four" for the development of the province during the 14th Five-Year Plan period, we will place electric vehicle charging infrastructure in a more prominent position as an important part of the construction of new urban infrastructure, accelerate the construction of a highway charging network mainly based on fast charging, and a public charging network covering the city, county, and township levels, promote the expansion of effective investment, achieve high-quality development, strive to make new achievements in ecological civilization construction, and continuously enhance the ability of modern energy to serve the province's economic and social development.
II. Development Goals
In 2021, 2022 and 2023, the province will build 4,500, 5,000 and 5,500 electric vehicle charging piles respectively. By 2023, the province will have built a total of 38,000 electric vehicle charging piles with a charging capacity of 1.6 million kilowatts, achieving "full coverage" of electric vehicle charging piles in all townships and "full coverage" of electric vehicle charging stations in all counties, better serving and meeting the needs of economic and social development.
III. Key Tasks
(I) Accelerate the construction of an inter-city fast charging facility network. Make full use of parking spaces in highway service areas to build fast charging stations. In 2021, give priority to the construction of charging facilities in 20 pairs of service areas in the Guizhou sections of the Shanghai-Kunming, Lanzhou-Haikou, Hangzhou-Ruili, Xiamen-Chengdu, and Yinchuan-Baiyu Expressways. In 2022, gradually promote the construction of charging facilities in 13 pairs of service areas on other completed highways, and in 2023, promote the construction of charging facilities in 10 pairs of service areas. New highway service areas must simultaneously build charging and swapping facilities or reserve space for the construction of charging facilities. Select qualified locations every 150 kilometers or so on national and provincial trunk roads to build charging and swapping facilities. (II) Actively promote the construction of charging facilities in public areas. Party and government agencies, enterprises, institutions, social groups, etc. at all levels that have parking lots shall use their internal parking resources to build charging facilities, and the proportion of parking spaces with charging facilities shall not be less than 10%. Charging facilities shall be built in public parking lots in large shopping malls, supermarkets, cultural and sports venues, transportation hubs, parking and transfer points and other urban population-concentrated areas, and the proportion of parking spaces with charging facilities shall not be less than 20%. Public service areas such as public transportation, sanitation, airport commuting, rental, logistics, etc. shall be equipped with charging facilities in parking lots, and fast charging stations shall be planned and built along the operating routes according to local conditions. (III) Focus on promoting the construction of charging infrastructure in urban residential communities. In combination with the urban renewal action, the five-year action plan to strengthen the provincial capital, and the "three reforms" project in shanty towns, old residential areas, and back streets and alleys, in accordance with the principle of "scientific coordination and moderate advancement", actively promote the construction of charging infrastructure in existing residential areas. 100% of parking spaces in new residential areas should be equipped with charging facilities or reserved for construction and installation. Encourage property departments to cooperate with qualified charging pile construction and operation companies to build charging facilities in public parking spaces in residential areas. Residents with dedicated fixed parking spaces are encouraged to build and manage their own charging facilities. Residents who build their own charging infrastructure should sign a service agreement with the property department, which will assist in management and apply for electricity installation to the local power supply company. (IV) Vigorously implement the construction of charging infrastructure in counties and townships. In accordance with the relevant requirements for comprehensively promoting rural revitalization, accelerate the construction of the three-level charging service sector of "county charging station + town charging substation + village charging pile", and promote the coverage of charging infrastructure in rural areas. Build charging infrastructure in places with conditions such as county passenger stations, township passenger transport centers, rural passenger transport stations, and postal express delivery outlets. (Responsible units: Provincial Energy Bureau, Provincial Department of Transportation, Provincial Postal Administration, and municipal (prefectural) people's governments)
(V) Build and improve charging infrastructure in tourist attractions. In accordance with the relevant requirements of tourism industrialization, accelerate the construction of world-class mountain tourism destinations and domestic first-class holiday and health destinations, and build charging facilities in parking lots of various tourist attractions and health resorts. The proportion of parking spaces with charging facilities in national 5A-level scenic spots shall not be less than 15%, and the proportion of parking spaces with charging facilities in national 4A-level scenic spots shall not be less than 10%. (VI) Carry out special construction of charging and swapping facilities for electric engineering vehicles. Accelerate the promotion of the electrification of heavy trucks, muck trucks, mixer trucks, tank trucks, engineering machinery (bulldozers, loaders, excavators, forklifts), etc., build charging and swapping stations or equip mobile swapping stations according to local conditions, and build 15 swapping stations in the province by 2023. (VII) Continue to promote the construction of comprehensive energy charging projects. Support the construction of comprehensive energy charging projects that integrate comprehensive energy services such as refueling, gas filling, hydrogen filling, methanol filling, and battery charging and replacement, and focus on promoting the construction of projects such as the "two-in-one" comprehensive energy charging station of Guizhou Maritime Silk Road Company Guiyang Economic Development Zone, Guizhou Yufu Company Bijie Comprehensive Energy Charging Station, and Huayou Natural Gas Company Dafang "five-in-one" comprehensive energy charging station. (VIII) Strengthen the construction, operation and management of the supervision service platform. Improve and perfect the management system of the operation monitoring and service platform of electric vehicle charging facilities in the province, build a service platform supervised by the government for the whole society, and guide all public and private charging facilities in the province to access the platform and accept supervision. Encourage personal charging facilities to access the platform, promote sharing and interconnection, realize online monitoring, fault warning, status query, charging navigation and other functions of charging infrastructure in the province, and improve the intelligence, digitization and convenience of charging services.
