The National Development and Reform Commission, the National Energy Administration, the Ministry of Ecology and Environment, the Ministry of Commerce, the Ministry of Housing and Urban-Rural Development, the People's Bank of China, the General Administration of Customs, and the National Forestry and Grassland Administration recently jointly issued the "Guiding Opinions on Strengthening Ecological and Environmental Protection in Free Trade Pilot Zones and Promoting High-Quality Development."
The "Guiding Opinions" propose to accelerate the improvement of the green level of the manufacturing industry in the free trade pilot zone, vigorously develop strategic emerging industries such as new energy, new materials, energy conservation and environmental protection, and build a world-class green remanufacturing base.

To the relevant provincial (autonomous region, municipal) ecological environment departments (bureaus), commerce departments, development and reform commissions, housing and urban-rural development departments (commissions, management committees), energy bureaus, forestry and grassland departments; the Shanghai headquarters of the People's Bank of China, all branches, business management departments, and central sub-branches in provincial capitals; the Guangdong Branch of the General Administration of Customs and all directly affiliated customs; the Office of the Leading Group for the Promotion of the China (Shanghai) Pilot Free Trade Zone and the Office of the Hainan Free Trade Port Working Committee:
In order to thoroughly implement the important instructions and instructions of General Secretary Xi Jinping on the construction of free trade pilot zones (hereinafter referred to as free trade pilot zones), implement the decision-making arrangements of the Party Central Committee and the State Council to support the free trade pilot zones in deepening reform and innovation, strengthen the ecological and environmental protection of the free trade pilot zones, and promote high-quality economic development, the following opinions are put forward.
I. General requirements
1. Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth and fifth plenary sessions of the 19th Central Committee of the Communist Party of China, thoroughly implement Xi Jinping's thoughts on ecological civilization, base ourselves on the new development stage, implement the new development concept, and build a new development pattern. We will focus on the theme of promoting high-quality development and deepening supply-side structural reform, implement major strategic decisions on carbon peak and carbon neutrality, fight the tough battle against pollution in depth, innovate ecological environmental management models and systems, comprehensively improve the level of ecological environmental protection in the free trade pilot zones, promote the harmonious development of trade, investment and the ecological environment, promote the comprehensive green transformation of economic and social development, and strive to build the free trade pilot zones into a model for jointly promoting high-quality economic development and high-level ecological environmental protection.
2. Basic principles
Adhere to ecological priority and promote green and low-carbon development. Coordinate the relationship between development and protection, give full play to the important role of ecological and environmental protection in promoting the high-quality development of the free trade pilot zone, promote the exploration of distinctive high-quality development models, and make green the background color of the development of the free trade pilot zone.
Adhere to innovation-driven development and deepen institutional reform. Give full play to the role of the free trade pilot zone as a "test field", deepen the reform of "delegating power, delegating power, and serving the people" in the field of ecological environment, optimize and improve the level of public services for ecological environment, strengthen the systematic integration of ecological environment reform measures, and create a highland for innovation in ecological civilization system.
Adhere to openness and cooperation, and actively connect with international rules. Actively give play to the frontier advantages of the free trade pilot zone in opening up to the outside world, benchmark high-standard international rules, deepen international cooperation and exchanges on ecological environment, and play a leading, driving and bridging role in building a domestic and international dual circulation.
3. Main objectives
By 2025, the framework for promoting high-quality development through ecological and environmental protection in the free trade pilot zones will be basically formed, the economic structure and development pattern will be relatively reasonable, the level of ecological and environmental protection and risk prevention will be significantly improved, the energy consumption intensity and carbon dioxide emission intensity will be significantly reduced, and the modernization of the ecological and environmental governance system and governance capabilities will be at a leading level. A number of replicable and popularizable management and institutional innovation results will be formed in promoting green and low-carbon development, ecological and environmental governance, and international cooperation.
2. Accelerate the optimization and upgrading of industrial structure and build a leading area for high-quality development
(IV) Promote the formation of a green development layout. The development of the free trade pilot zone shall strictly abide by the relevant laws and regulations on ecological and environmental protection and meet the relevant planning requirements. Improve the ecological and environmental zoning control system, strengthen the application of the "three lines and one list" (ecological protection red line, environmental quality bottom line, resource utilization upper line and ecological and environmental access list) and energy consumption dual control in industrial layout, environmental access and other aspects, and guide the free trade pilot zone to optimize and adjust the industrial structure. The free trade pilot zone shall conduct environmental impact assessments on relevant development and utilization plans.
(V) Create advanced green manufacturing. Accelerate the improvement of the green level of manufacturing in the pilot free trade zones, vigorously develop strategic emerging industries such as new energy, new materials, energy conservation and environmental protection, and build a world-class green remanufacturing base. Pilot free trade zones in the eastern region such as Shanghai will accelerate the promotion of industrial product ecological design and green manufacturing research and development and application, promote advanced and applicable green production technologies and equipment, and promote green substitution of production raw materials and energy. Pilot free trade zones in central and western regions such as Hubei and northeastern regions such as Liaoning will promote cross-regional mergers and acquisitions, technological transformation and transformation and upgrading of traditional advantageous industries, and accelerate the relocation and withdrawal of industrial enterprises that do not meet the development positioning. Establish and improve the green certification and rating system, encourage the creation of green enterprises and green factories, and play a leading and radiating role. Support key industries to carry out clean production audits and clean production evaluation and certification, and implement clean production transformation. Cultivate the "Internet +" green environmental protection industry model and support participation in global ecological environmental governance.
(VI) Promote the development of modern green service industries. Promote the standardization of green cold chain logistics and create a green and low-carbon freight cold chain. Encourage the development of new formats and models such as network platform road freight and carry out green freight distribution demonstration projects. Develop green warehousing, encourage and support large-scale warehousing facilities to apply green materials, energy-saving technology and equipment, and energy-saving management models such as contract energy management. Strengthen the green management of express logistics packaging and increase the promotion and application of green recycling and shared standardized turnover boxes.
(VII) Deepen the promotion of green trade. Support enterprises in comprehensive bonded areas to carry out high-tech, high value-added, and environmentally friendly product maintenance business, and study the expansion of the maintenance product catalog. Study to support enterprises in the free trade pilot zone to carry out bonded maintenance business in accordance with the comprehensive bonded zone maintenance product catalog. Encourage the free trade pilot zone to actively expand the import of advanced ecological environment governance and low-carbon technologies, as well as the import of productive services such as R&D design and environmental services.
(VIII) Promote the construction of a green supply chain. Focusing on the free trade pilot zones in the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, promote green product standards, certification, and labeling systems such as environmental labels, and promote the construction of a green supply chain as a whole. Support leading enterprises in the free trade pilot zones to implement green supply chain management and provide green supply chain products that meet international standards. Encourage administrative agencies in the free trade pilot zones and institutions using fiscal funds to give priority to the purchase and use of environmentally friendly products, equipment, and facilities such as energy-saving, water-saving, and material-saving.
