On October 20, the Shandong Energy Supervision Bureau of the National Energy Administration issued the "Shandong Electricity Auxiliary Service Market Operation Rules (Trial) (2020 Revised Edition)" (Draft for Comments). The draft added energy storage facilities to the relevant definitions of power generating units, and added a new chapter on peak-shaving transactions of energy storage facilities. It points out that independent energy storage facilities with a scale of 5MW/10MWh and above, and centralized new energy station supporting energy storage facilities can participate.

Energy storage facilities participate in the Shandong power auxiliary service market, and the electricity price and settlement of their charging and discharging volume are implemented in accordance with relevant national regulations. When energy storage facilities are called to participate in paid peak-shaving, if a direct-adjusted public thermal power unit is shut down for peak-shaving on the same day, the paid peak-shaving clearing price of the energy storage facility shall be implemented at 400 yuan/MWh. The compensation costs for the paid peak-shaving auxiliary services of energy storage facilities shall be shared by wind farms, photovoltaic power stations, nuclear power plants, etc. at each site. When paid peak-shaving trading units are called, when the thermal power units participate in peak-shaving and operate at 50% or less, energy storage facilities shall be called first.

In addition, AGC ancillary service transactions increase the qualifications for investing in energy storage facilities, and the maximum limit for AGC clearing is temporarily implemented at 6 yuan/MW.
