The "Three-Year Action Plan for Promoting the Construction of New Energy Vehicle Charging Infrastructure in Xi'an (2020-2022)" was issued. By the end of 2022, the city will basically build a charging infrastructure system that is moderately advanced, suitable for vehicles and charging piles, and intelligent and efficient, to ensure that the charging service needs of new energy electric vehicles are met. The city plans to build and put into operation 200 new centralized charging stations and 10,000 charging piles, of which 3,900 will be completed in 2020, 3,290 in 2021, and 2,810 in 2022.

At the same time, a relatively complete standard specification and market supervision system will be established to form a unified, open, competitive and orderly charging service market. A new energy electric vehicle charging network with a reasonable layout, convenient and efficient coverage of the entire city will be gradually built to achieve a sustainable development of the "Internet + charging infrastructure" industrial ecosystem.

Xi'an's Three-Year Action Plan for Promoting the Construction of New Energy Vehicle Charging Infrastructure (2020-2022)

In order to fully implement the new development concept, implement the national new infrastructure strategic deployment, accelerate the promotion and application of new energy vehicles in our city, improve the supporting infrastructure of new energy electric vehicle charging, focus on cultivating new momentum for economic development in our city, improve the level of public services, stimulate new consumer demand, and assist in industrial upgrading, this plan is formulated in combination with the actual situation of new energy vehicle charging infrastructure in our city.

1. Objectives and Tasks

By the end of 2022, the city will have basically built a charging infrastructure system that is moderately advanced, suitable for cars and piles, intelligent and efficient, to ensure that the charging service needs of new energy electric vehicles are met. The city plans to build and put into operation 200 new centralized charging stations and 10,000 charging piles, of which 3,900 will be completed in 2020, 3,290 in 2021, and 2,810 in 2022. Establish a relatively complete standard specification and market supervision system to form a unified, open, competitive and orderly charging service market. Gradually build a new energy electric vehicle charging network that is rationally laid out, convenient and efficient, and covers the entire city, and realize a sustainable development of the "Internet + charging infrastructure" industrial ecosystem.

II. Key Tasks

1. Improve the planning of public charging infrastructure construction

1. Prepare a plan for the layout of public charging (replacement) infrastructure for new energy vehicles.

2. Ensure the approval of the construction of new parking lots, supporting parking lots and public charging (battery replacement) facilities at comprehensive transportation hubs, and ensure the approval, expropriation and supply of land for the construction of public charging (battery replacement) facilities.

3. Implement the requirements for the construction of public charging infrastructure in newly built buildings. Parking lots built in new residential buildings should set up 30% of the new energy vehicle charging spaces, reserve 100% of the charging facilities, lay low-voltage cables near the parking spaces, and install cable junction boxes; parking lots built in large public buildings and social public parking lots should set up 10% of the new energy vehicle charging spaces, and reserve 30% of the distribution capacity of the total number of parking spaces.

2. Accelerate the construction of public charging infrastructure

By the end of 2022, the city plans to build and put into operation 150 new public charging stations and 7,500 public charging piles; 50 dedicated charging stations and 2,500 dedicated charging piles.

Implement the construction tasks of public charging (replacement) facilities for new energy vehicles, cooperate with relevant municipal departments to do a good job in site planning, site selection, etc., cooperate with relevant municipal departments to complete the acceptance of public charging (replacement) facilities for new energy vehicles, and coordinate to solve the difficulties and problems encountered in the construction of public charging (replacement) facilities in the jurisdiction.

2. Make full use of existing resources and build public charging (replacement) facilities in urban areas by adopting three-dimensional charging stations (towers, buildings) and parking lot installation; continue to renovate and build charging (replacement) stations in public facilities such as large supermarkets, scenic spots, logistics parks, and subway station parking lots.

3. Continue to promote the construction of dedicated charging infrastructure to meet the charging needs of special vehicles such as postal, sanitation, and administrative agencies, and ensure that the vehicle-to-charging pile ratio reaches 2:1 by the end of 2022.

4. In light of the actual work of “Three Changes, One Connection and One Implementation”, a certain number of charging facilities will be built in communities with conditions and needs to meet the charging needs of community owners.

5. Support the construction of charging infrastructure for personal use. Individuals who want to install charging (replacement) facilities for their own use in their own fixed parking spaces must apply to the community property management and local power supply departments. After approval, they can install charging (replacement) facilities for their own use and connect to the community power supply system. Encourage personal charging infrastructure to share social vehicles on a time-sharing basis.

3. Build an intelligent service system for public charging infrastructure

1. Build a public charging infrastructure interconnection service system. Using the municipal platform as a carrier, integrate the city's electric vehicle charging resources and realize the interconnection of public charging infrastructure. The municipal platform data is managed by the municipal competent department, and in cooperation with the social service platform, the layout information of the city's public charging infrastructure points is uploaded to facilitate the query and use of car owners.

2. Establish a supervision and management system for the safe operation of public charging infrastructure. Promote the testing of public charging infrastructure, formulate a safety and performance inspection and testing management system for public charging infrastructure in accordance with national standards, strengthen the safety supervision of the public charging infrastructure industry, and urge the construction and operation companies of public charging infrastructure to fulfill their main responsibilities for safe production and ensure the safe operation of equipment; regularly organize product consistency and production process supervision and inspection of new energy vehicle, power battery and charging facility manufacturers.
