On August 27, the Shenzhen Development and Reform Commission issued the "Notice on Organizing the Application for Subsidies for the Construction of New Energy Vehicle Charging Facilities in Shenzhen in 2020", which pointed out that construction companies must have built charging facilities with a total power of 8,000 kW in Shenzhen before they can apply for subsidies. If the total power of new construction reaches 3,000 kW after the same construction company applied for subsidies for the first time, it can apply again.

In order to accelerate the construction of new energy vehicle charging facilities and ensure the effectiveness of the fiscal subsidy policy for the construction of charging facilities and the security of funds, in accordance with the "Financial Support Policy for the Promotion and Application of New Energy Vehicles in Shenzhen in 2016" (Shen Cai Ke [2016] No. 187), "Financial Support Policy for the Promotion and Application of New Energy Vehicles in Shenzhen in 2017" (Shen Cai Gui [2017] No. 10), "Financial Support Policy for the Promotion and Application of New Energy Vehicles in Shenzhen in 2018" (Shen Cai Gui [2019] No. 1) and "Implementation Rules for the Fiscal Subsidy for the Promotion and Application of New Energy Vehicles in Shenzhen from 2019 to 2020" (Shen Fa Gai Gui [2020] No. 1) and "Management Measures for Special Funds of Shenzhen Development and Reform Commission" (Shen Fa Gai Gui [2019] No. 2) and other regulations, the following notice is hereby issued on the application for fiscal subsidies for the construction of new energy vehicle charging facilities in our city in 2020:
1. Eligibility criteria for subsidies
1. Requirements for charging facilities
1. In accordance with the requirements of the National, Guangdong Province and Shenzhen City Social Investment Project Approval and Registration Management Measures, charging facility construction projects should be registered or approved by the development and reform departments of each district as Shenzhen Social Investment Projects.
2. In accordance with the requirements of the "Measures for Energy Conservation Review of Fixed Asset Investment Projects" (Order No. 44 of the National Development and Reform Commission), charging facility projects that should undergo energy conservation review must obtain an energy conservation review opinion issued by the municipal (district) energy conservation review department.
3. The construction, operation and management of charging facilities shall comply with national and industry standards and specifications such as the "Design Specifications for Electric Vehicle Charging Stations" (GB50966-2014), the "Technical Standards for Electric Vehicle Distributed Charging Facilities Engineering" (GB/T51313-2018), and the "Specifications for Construction and Completion Acceptance of Electric Vehicle Charging and Swapping Facilities Engineering" (NB/T33004-2013) and relevant regulations of Guangdong Province and Shenzhen City on the construction, operation and management of charging facilities.
4. According to the planning requirements such as the Shenzhen Urban Planning Standards and Guidelines, no construction subsidies will be given for charging facilities built as supporting facilities for new buildings.
(II) Requirements for enterprises
1. In principle, the subsidy for the construction of charging facilities is applied for by a single enterprise, and the enterprise must be registered in Shenzhen.
2. Construction enterprises (subject to the ownership of charging facilities, the same below) can apply for subsidies only if the total power of charging facilities they have built in Shenzhen reaches 8,000 kW. If the total power of new construction reaches 3,000 kW after the same construction enterprise applied for subsidies for the first time, it can apply again.
3. Construction companies shall establish (or entrust the establishment of) an enterprise charging facility safety monitoring platform, and connect it to Shenzhen’s unified charging facility safety supervision platform to upload relevant information in a comprehensive, accurate and real-time manner.
4. The construction enterprise has not been included in the national local joint punishment blacklist on the "Shenzhen Credit Network" in the past three years, has not been listed as a dishonest person subject to enforcement by the Shenzhen Court, and has not been included in the illegal dishonest list by relevant municipal departments. If the construction enterprise entrusts other enterprises to operate, the enterprises it entrusts to operate must also meet the above requirements.
2. Subsidy Standards
According to the type of charging facility equipment, installed power and customer power completion acceptance time, the construction subsidy standards are as follows:
1. Subsidy Standards for Charging Facility Construction in 2013-2015
A financial subsidy of 30% of the investment in centralized charging equipment (stations, piles, devices) will be provided.
(II) Subsidy Standards for Charging Facility Construction in 2016
According to the installed power of charging facilities (stations, piles, devices), the subsidy standard for DC charging equipment is 300 yuan/kW, and the subsidy standard for AC charging equipment is 150 yuan/kW (Note: exclusive charging stations are located in centralized sites, with a total construction power of no less than 400kW).
(III) Subsidy standards for charging facility construction in 2017
According to the installed power of the charging facilities (stations, piles, devices), a subsidy of 600 yuan/kilowatt will be given to DC charging equipment; a subsidy of 300 yuan/kilowatt will be given to AC charging equipment.
(IV) Subsidy standards for charging facility construction in 2018
According to the installed power of the charging facilities (stations, piles, devices), a subsidy of 600 yuan/kilowatt will be given to DC charging equipment; a subsidy of 300 yuan/kilowatt will be given to AC charging equipment (40kW and above), and a subsidy of 200 yuan/kilowatt will be given to AC charging equipment (below 40kW).
(V) Subsidy standards for charging facility construction in 2019-2020
According to the installed power of the charging facilities, a construction subsidy of 400 yuan/kW will be given to DC charging equipment; a construction subsidy of 200 yuan/kW will be given to AC charging equipment of 40kW and above, and a construction subsidy of 100 yuan/kW will be given to AC charging equipment below 40kW.
III. Application Requirements
(I) Enterprises applying for subsidies for the construction of charging facilities shall submit application materials (one paper copy and one electronic copy on CD) to the development and reform (development finance) department of the district (new district) where the enterprise is registered in accordance with the requirements of the "Guidelines for Application for Subsidies for the Construction of New Energy Vehicle Charging Facilities in Shenzhen in 2020" (see attachment). The deadline for submission of subsidy application materials for each enterprise is October 30, 2020.
(II) After preliminary review of the application materials submitted by enterprises and on-site verification, the development and reform (development and finance) departments of each district (new district) shall submit the materials that meet the requirements to the municipal development and reform department and the finance department together with the district finance bureau. The deadline for submitting preliminary review materials by each district (new district) is November 30, 2020.
(III) The Municipal Development and Reform Commission shall review the preliminary review materials submitted by each district (new district) and entrust a third-party agency to conduct on-site verification of the charging facilities as needed. If the verification finds that the charging facilities have not been connected to the municipal new energy vehicle charging facility safety monitoring platform as required, or that the charging stations have major safety hazards, restrictive measures such as suspension or cancellation of the qualification for charging facility construction subsidies will be taken in accordance with relevant regulations.
