Recently, the Sichuan Provincial Development and Reform Commission and the Energy Bureau issued the "Interim Measures for the Construction, Operation and Management of Public (Special) Charging Infrastructure in Sichuan Province", which clearly defined the configuration standards for charging infrastructure: New highway service areas should simultaneously build charging infrastructure or reserve conditions for the construction and installation of charging infrastructure, and highway exits with large traffic or far from public charging infrastructure should be deployed to build fast charging stations. Integrate the charging infrastructure resources along national and provincial roads, and gradually develop a network of fast charging stations along national and provincial roads.
Municipal projects such as transportation hubs, supermarkets, business buildings, office spaces of party and government organs and public institutions, parks, schools, hospitals, tourist attractions, public parking lots, road parking spaces, highway service areas, etc. should be equipped with charging infrastructure or reserve conditions for the installation of charging infrastructure at a ratio of no less than 10% of the total parking spaces.
Companies participating in the operation of charging infrastructure must meet the following conditions: registered with the provincial market supervision department, and the registered business scope includes the operation of new energy vehicle charging infrastructure or charging services. Have a complete charging infrastructure operation and management system to ensure the safety of facility operation. Have 5 or more full-time technical personnel in the field of electric vehicle charging (including no less than 2 people holding electrician certificates), and the number of professional personnel in the full-time operation and maintenance team should meet the requirements of the pile group scale in the facility operation area. Have an enterprise-level operation monitoring and management platform that can monitor and warn the operation, maintenance, and safety risks of charging facilities, and effectively connect with the provincial platform.

Interim Measures for the Construction, Operation and Management of Public (Special) Charging Infrastructure in Sichuan Province
Chapter I General Provisions
Article 1 In order to fully implement the national strategic deployment of electric vehicle development and new infrastructure construction, promote the scientific layout, orderly construction and standardized operation of electric vehicle charging infrastructure (hereinafter referred to as charging infrastructure) in Sichuan Province, and ensure and promote the promotion and application of electric vehicles, this interim measure is formulated in accordance with the "Guiding Opinions on Accelerating the Construction of Electric Vehicle Charging Infrastructure" (Guobanfa [2015] No. 73) issued by the General Office of the State Council, the "Action Plan on Improving the Charging Guarantee Capability of New Energy Vehicles" (Fagai Nengyuan [2018] No. 1698) issued by the National Development and Reform Commission and other four ministries, and the "Implementation Opinions on Accelerating the Construction of Electric Vehicle Charging Infrastructure" (Chuanbanfa [2017] No. 19) issued by the General Office of the People's Government of Sichuan Province.
Article 2 The charging infrastructure referred to in these Measures refers to the public (dedicated) charging piles that provide charging services for electric vehicles and related facilities for connecting to the power grid, mainly including:
(1) Public charging infrastructure refers to the charging infrastructure planned and constructed in independent plots, public parking lots, public parking lots in residential areas, parking lots built in commercial buildings and hotels, gas stations, highway service areas, transportation hubs, hospitals, park scenic spots, etc., which provides charging services to public vehicles.
(2) Dedicated charging infrastructure refers to the charging infrastructure that provides exclusive charging services for official vehicles, employee vehicles, etc. in exclusive parking spaces of party and government agencies, enterprises, institutions, social groups, and industrial parks, as well as the charging infrastructure built in dedicated stations for buses, passenger cars, taxis, sanitation vehicles, logistics, etc., to provide exclusive charging services for special vehicles, etc.
Article 3 These Measures apply to matters related to the planning, investment, construction, operation and management of charging infrastructure within the administrative area of this province.
Chapter II Planning Management
Article 4 The special plan for charging infrastructure (hereinafter referred to as the "special plan") is the basis for the construction of charging infrastructure. All municipal (state) governments must earnestly assume the main responsibility for coordinating and promoting the development of charging infrastructure, and organize the preparation and implementation of special plans within their administrative regions in accordance with the requirements of the national and provincial governments, combined with the economic development of the region, and in accordance with the principles of "moderate advancement, overall layout, and market operation".
Article 5 The special plan should have clear guiding ideology, basic principles, development goals, key tasks, planning layout and guarantee measures, etc. In particular, it should clarify the construction scale and layout of public charging infrastructure and centralized charging stations in the region, and put forward the construction principles and scale of self-use charging infrastructure and dedicated charging infrastructure.
Article 6 The preparation of special plans should be synchronized with the national economic and social development plan, and effectively connected with the national land space planning, urban infrastructure planning, power planning, and transportation planning. Gradually form a charging infrastructure system with dedicated charging infrastructure built in parking spaces at user residences, internal parking spaces of units, public transportation and taxis as the main body, public charging infrastructure built in parking lots of urban public buildings, social public parking lots, and temporary parking spaces on the road as the auxiliary, supplemented by independent urban fast charging stations and inter-city fast charging stations built in highway service areas, and supported by charging intelligent service platforms.
Article 7 The preparation of special plans shall strictly implement the following charging infrastructure configuration standards:
(I) New highway service areas should build charging infrastructure or reserve conditions for the construction and installation of charging infrastructure. Fast charging stations should be built at highway exits with large traffic or far from public charging infrastructure. Integrate charging infrastructure resources along national and provincial roads, and gradually develop a network of fast charging stations along national and provincial roads.
(II) Municipal projects such as transportation hubs, supermarkets, business buildings, office spaces of party and government agencies and public institutions, industrial parks, schools, hospitals, tourist attractions, public parking lots, road parking spaces, and highway service areas should be equipped with charging infrastructure or reserve conditions for the installation of charging infrastructure at a ratio of no less than 10% of the total parking spaces.
Article 8 After the approval of the municipal (prefectural) government, the special plans of each city (prefecture) shall be submitted to the Provincial Development and Reform Commission (Provincial Energy Bureau) for filing, and shall be issued and implemented by the municipal (prefectural) government after filing. During the implementation of the special plan, appropriate rolling adjustments may be made according to actual conditions. After the rolling adjustments are filed with the Provincial Development and Reform Commission (Provincial Energy Bureau), they shall be publicly issued and implemented by the municipal (prefectural) government or its designated department in accordance with procedures.
Article 9 The Development and Reform Commission (Energy Office) of each city (prefecture) shall formulate an annual charging infrastructure implementation plan based on the special plan and clarify the timetable for the construction of charging infrastructure.
