Various regions and industries have also begun to develop the digital economy and cultivate new momentum for high-quality development. Especially since the outbreak of the COVID-19 epidemic this year, various regions have focused on giving full play to the role of power big data to help companies resume work and production and promote economic and social development.
Subsequently, in the face of the impact of the COVID-19 epidemic and downward economic pressure, new infrastructure in seven major areas including big data centers has become a strong booster for the country's economic revitalization. While promoting the accelerated development of power big data centers, it has also further upgraded to energy big data centers, helping to break down data barriers and tap into data value.
Power big data is the foundation
On April 7, the Henan Provincial Development and Reform Commission and State Grid Henan Electric Power Company signed a commission agreement to build the Henan Energy Big Data Application Center; on April 13, the first municipal energy big data center in Shandong Province, undertaken by Dongying Power Supply Company, was established... This is a microcosm of various places actively responding to the requirements of new infrastructure and accelerating the construction of energy big data centers.
Among them, Henan Province Energy Big Data Application Center mainly focuses on key tasks such as air pollution prevention and control, promoting energy conservation and emission reduction, serving clean heating in winter, optimizing the business environment, and promoting the consumption of new energy, and has initially realized the collection and centralized management of industry data such as electricity, coal, oil, and gas, as well as economic, government affairs, environmental protection, and meteorological data. In contrast, the first municipal energy big data center in Shandong Province built by Dongying Power Supply Company relies on the technical accumulation, management experience, and data resources of the data center and full-service data center of State Grid Shandong Electric Power Company, and is built in accordance with the system architecture of the integrated "State Grid Cloud", the full-service data center, and the ecological model of mature cloud vendors to help build energy-saving cities.
In fact, it is not only Henan and Dongying. As early as June 2019, Tianjin established the Urban Energy Big Data Center, which clearly defined the working mechanism led by the Municipal Development and Reform Commission, the State Grid Tianjin Power Construction and Operation, and the collaborative construction of various enterprises. Subsequently, at the end of December 2019, the Northeast Energy Big Data Center, the first "Energy Cloud" in the Northeast, initiated by the Liaoning Provincial Party Committee, the Provincial Government and the Northeast Energy Regulatory Bureau and built by the State Grid Liaoning Electric Power Company, was unveiled in Shenyang. The center will provide guarantees for the construction of Liaoning's digital economy and the overall coordination and efficient operation of power energy in Heilongjiang, Jilin and Eastern Inner Mongolia.
It can be seen that energy big data cannot be separated from the strong support of power grid enterprises. At present, power grid big data resources have fully covered all aspects of the power system, including generation, transmission, transformation, distribution, and use, including massive energy data, control data, user data, public data, etc. generated by power grid production and operation, covering various time scales, and can become the basis of energy big data. By connecting to other energy data such as gas, heat, coal, oil, charging and swapping, it is possible to provide "power supply + comprehensive energy" full-service services and tailor energy solutions for customers.
Need to establish an interconnected data environment
"In the IT (information) era, the company solved the problem of business informatization, built the world's largest enterprise-level information system, and accumulated massive amounts of data. The company is currently in a critical period of transition from the IT (information) era to the DT (data) era. Data is the core resource for the company's development, and the unified aggregation and sharing of data is an important basis for releasing the value of data." A relevant person from the State Grid Big Data Center pointed out earlier.
As far as the power industry is concerned, grid operation and equipment monitoring data, power enterprise marketing data, power enterprise management data, and public service data from outside the grid, meteorological data, electric vehicle charging and swapping data, etc. are managed by different units/departments. In addition, data on gas, heat, coal, oil, etc. managed by other departments, energy data has the characteristics of decentralized placement and distributed management. In this regard, industry experts pointed out that it is necessary to establish a data middle platform to collect information data throughout the life cycle as much as possible, break the data "island" barriers of independent device perception and independent department management in the past, and establish an interconnected data environment.
For example, the State Grid Big Data Center is making comprehensive efforts in data standard formulation, aggregation and sharing, platform construction, etc., to effectively promote data interconnection and sharing; further promote data value-added monetization, and create greater development opportunities for governments, upstream and downstream enterprises, especially small and medium-sized enterprises through digital innovation and research and development of digital products.
In order to further break down data barriers, at the end of June 2019, the China Electric Power Big Data Innovation Alliance was established, led by State Grid and jointly initiated by Southern Grid, Huaneng, Datang and other units. Through collaboration with upstream and downstream, customers, governments and all sectors of society, an energy big data ecosystem will be built to promote collaborative innovation in "production, education, research and application".
New infrastructure enables data value mining
Wu Hao, director of the Innovation and High-tech Development Department of the National Development and Reform Commission, recently stated that after a systematic review of the current development status at home and abroad, preliminary research shows that new infrastructure is an infrastructure system that is guided by new development concepts, driven by technological innovation, based on information networks, and oriented towards the needs of high-quality development, and provides services such as digital transformation, intelligent upgrades, and integrated innovation.
The inclusion of new infrastructure not only leverages the market potential of power big data centers and energy big data, but also points out the direction for their development, that is, big data centers will play an important role in information infrastructure, integrated infrastructure, and innovative infrastructure. At present, the energy and power industry has taken positive actions and continued to develop new products. For example, the Tianjin Energy Big Data Center deeply explores the application scenarios and value of energy big data, and strives to build a "smart energy brain" for the city.
"Since the beginning of this year, we have implemented the overall deployment of the country's new infrastructure, accelerated the construction and operation of the energy big data center, and launched a number of big data specialty products such as 'Electricity Looks at the Economy', 'Electricity Looks at Epidemic Control', and 'Integrated Energy Flow'. We also release and share them through various channels such as the Tianjin Government Affairs Platform and the 'Tianjin Xinban' APP to serve economic and social development and promote the upgrading of enterprise management." Relevant persons from State Grid Tianjin Power introduced.
The key tasks for 2020 released by State Grid Corporation of China pointed out that it is necessary to build a cloud and data center for State Grid Corporation of China to realize data sharing and convenient application. It is necessary to speed up the formulation of the company's data development strategy, establish data management standards and specifications, and carry out data governance and value mining on a regular basis. Therefore, it is foreseeable that under the guidance of new infrastructure, the value of data will be further activated, data products will be iteratively updated, the digital economy will be further developed, and the construction of the power big data and energy big data ecosystem will be accelerated.
