On April 9, the China Integrated Energy Service Industry Innovation and Development Alliance (hereinafter referred to as the "Integrated Energy Service Industry Alliance") released ten measures to support the resumption of production and work of small and medium-sized enterprises. These measures cover specific services urgently needed by small and medium-sized enterprises, such as empowerment training, project matching, and financing services, aiming to give full play to the role of industry organizations, promote the integrated energy service industry to increase supply and sales, and overcome difficulties together.

The integrated energy service industry involves a wide range of sub-sectors and a large number of small and medium-sized enterprises. Affected by the COVID-19 epidemic, small and medium-sized enterprises upstream and downstream of the industrial chain are facing many difficulties such as reduced production capacity, difficulty in promoting reserve projects, and heavy financial pressure, and they are in urgent need of external assistance. The "Ten Measures to Support the Resumption of Production and Work of Small and Medium-sized Enterprises" launched by the Integrated Energy Service Industry Alliance is timely. This is an important measure to implement the "Notice on Actively Playing the Role of Industry Associations and Chambers of Commerce to Support the Resumption of Production and Work of Private Small and Medium-sized Enterprises" issued by the National Development and Reform Commission and the Ministry of Civil Affairs.

It is reported that the Integrated Energy Service Industry Alliance will join hands with investment institutions, owner units, and consulting and design agencies to launch an online roadshow plan for small and medium-sized integrated energy enterprises and key projects, promote offline roadshows in regions with conditions, and fully connect with various needs such as market, capital, and technology.

At the same time, the alliance will also fully connect with 100 large investment institutions and 50 large enterprises, and is expected to mobilize 100 billion yuan of industrial funds to fully support a number of small and medium-sized integrated energy service companies with technology, products, channels, and markets, as well as a number of high-quality projects with market potential, to alleviate the financial pressure of small and medium-sized integrated energy service companies to resume work and production. In particular, the alliance will give full play to the fact that it has a large number of large enterprise members, and promote the deep integration of small and medium-sized enterprises into the supply chain and innovation chain of large enterprises. Focusing on the common needs of small and medium-sized enterprises, a resource and capability sharing platform will be built to achieve equipment sharing, capacity docking, and production coordination in key areas, and jointly create a number of high-quality integrated energy major projects and key projects to achieve comprehensive energy conservation and consumption reduction in industrial enterprises, industrial parks, and smart cities, and promote industrial transformation and upgrading.

It is reported that the alliance will join hands with the industry's well-known energy new media platform "Nengjian" APP to create China's largest online energy knowledge sharing platform "Qilin Academy", and regularly carry out special training in the fields of comprehensive energy efficiency services, multi-energy supply services, clean energy services and emerging energy services, and carry out on-site training and personnel exchanges in a timely manner.

A relevant person in charge of the Integrated Energy Service Industry Alliance said that after issuing ten measures to support the resumption of production and work of small and medium-sized enterprises, the alliance will join hands with Beijing Nengjian Technology Development Co., Ltd. to launch the "Qilin Plan" for integrated energy services with ten specific measures. The plan will promote the implementation of the measures through effective means, fully empower the industrial chain and upstream and downstream companies, effectively promote technological innovation, industrial innovation, and business model innovation, and closely integrate with high-tech in other fields, cultivate energy technology and its related industries into new growth points to drive my country's industrial upgrading, and promote my country's energy revolution and energy transformation.

The Integrated Energy Service Industry Alliance was established in June 2019 and was jointly initiated by 21 units including State Grid, China Southern Power Grid, Huaneng Group, Datang Group, Huadian Group, State Power Investment Corporation, State Energy Investment Corporation, Alibaba, Tencent, Tsinghua University, North China Electric Power University, CATL, and Haier. As of now, there are nearly 400 member units, covering upstream and downstream enterprises of integrated energy services.

Comprehensively cooperate with small and medium-sized integrated energy service enterprises to jointly create a number of high-quality integrated energy major projects and key projects, comprehensively serve the implementation of national strategies such as poverty alleviation, air pollution prevention and control, regional coordinated development, and rural revitalization, achieve comprehensive energy conservation and consumption reduction in industrial enterprises, industrial parks, and smart cities, and promote industrial transformation and upgrading.

3. Combine local guidance funds, insurance funds, industrial capital and other social capital to initiate the establishment of a comprehensive energy mutual development fund with a scale of over 10 billion yuan, focus on investing in a number of comprehensive energy service enterprises and projects with development potential, and fully mobilize the enthusiasm, initiative and creativity of enterprises.

4. Jointly cooperate with investment institutions, owner units, and consulting and design institutions to launch an online roadshow plan for small and medium-sized integrated energy enterprises and key projects, promote offline roadshows in areas with conditions, and fully meet various needs such as market, capital, and technology.

5. Cooperate with professional institutions to fully launch online training programs for enterprises, conduct regular training in the fields of integrated energy efficiency services, multi-energy supply services, clean energy services and emerging energy services, promote long-term on-site training and exchanges in regions with conditions, and support the sustainable development of small and medium-sized integrated energy service companies.

6. Cooperate with professional design consulting agencies to study and screen key projects submitted by small and medium-sized integrated energy service enterprises, and conduct a comprehensive assessment of project costs, project cycles and benefits to improve the full life cycle value of small and medium-sized integrated energy enterprises.

7. Cooperate with key technology R&D units, scientific research institutes, small and medium-sized integrated energy service enterprises and owner units to jointly release integrated energy horizontal research plans and major technology research plans, fully stimulate innovation vitality, increase the intensity of key core technology R&D, promote the deep integration of energy transformation and information technology, and promote mutual promotion of scientific and technological innovation and industrial upgrading.
