From March 24 to 25, State Grid Hunan Electric Power Co., Ltd. organized Hunan Integrated Energy Company and others to go to Xiangxi, Huaihua and other cities and counties to "deliver training on-site". The "business empowerment" lecturer team composed of operation and maintenance, power sales, photovoltaics and other business groups officially started lectures after the resumption of work after the epidemic. At the same time, it actively connected with local municipal and county governments to promote integrated energy service business. This is an important measure for the company to innovate the "two empowerments and two systems" mechanism, actively empower municipal branches, and vigorously expand the frontier market of integrated energy.

In order to further expand the integrated energy service business, build a close network of market information channels, and promote the efficient and collaborative operation of integrated energy companies and municipal and county integrated energy branches, State Grid Hunan Power has divided 14 cities and counties into districts, established a district liaison mechanism, and focused on "professional empowerment and management empowerment" for municipal branches, and provided support and guidance for branches in business development and indicator improvement. For problems discovered and existing in the districts, the "first-question responsibility system and first-arrival responsibility system" are implemented, and the responsibilities of the first contact person are assumed. The problems and difficulties of the branch in terms of professional deepening, indicator improvement, resource integration, and problem closure are regularly sorted out and summarized, and the team takes the lead in coordinating and solving them, forming a virtuous circle of complementary professional advantages, mutual promotion of performance, and joint research on problems.

During the docking with local governments and enterprises such as Xiangxi Autonomous Prefecture, Huayuan County, and Fenghuang County, five high-energy-consuming enterprises in Xiangxi have been preliminarily identified to pilot the promotion of comprehensive energy service projects such as industrial energy conservation and intelligent operation and maintenance. At the same time, the construction of a "3+1" demonstration agreement will be accelerated, namely, Hunan Comprehensive Energy Company, Hunan Electric Vehicle Company, Hunan Xiangxi Power Supply Company and Fenghuang County Government will reach a strategic cooperation agreement on the "All-Electric Digital Phoenix" project.

At present, under the organization and guidance of State Grid Hunan Electric Power, Hunan Comprehensive Energy Company and other units have established 7 regional liaison groups, covering 14 municipal and prefecture-level comprehensive energy branches in the province. Since the resumption of work, they have gone to 6 cities and counties for business training and market expansion. In the future, they will achieve full coverage and penetration of business empowerment in the province, and promote the provincial comprehensive energy headquarters and branches to establish an empowerment network with comprehensive coverage, professional interconnection, and information complementarity, so as to achieve high-quality leapfrog development of Hunan's comprehensive energy business in 2020.
